Italian school personnel face a strict September 20, 2026, deadline to submit their initial enrollment for a new free supplementary healthcare policy introduced by the Ministry of Education and Merit, as reported by Orizzonte Scuola.
A Broad Yet Restricted Welfare Net
The welfare coverage targets teachers, administrative, technical, and auxiliary staff, and school directors across state institutions.
However, the rollout excludes specific regions: the autonomous provinces of Trento and Bolzano, alongside the Valle d’Aosta region.
Strict Guidelines for Staff Eligibility
According to Ministry guidelines outlined by Orizzonte Scuola, eligibility extends to permanent employees and workers on fixed-term annual supply contracts expiring on August 31 or until the end of teaching activities on June 30.
Staff utilized at state school sites also qualify, alongside administrative employees of the Ministry of Education and Merit. Personnel seconded to other administrations are excluded. Yet, workers from other administrations or autonomous regions currently seconded to central or peripheral Ministry offices are fully eligible for coverage.
Hard Age Ceilings and Exclusions
The policy enforces strict age limitations. Personnel who have already turned 71 years old by the effective start date do not qualify for coverage. For insured workers active at that age, coverage ceases at the first useful annual expiration date if they reach the age limit during the year.
Digital Portals and Application Rules
Eligible workers must submit their applications through the reserved area of the official Ministry of Education and Merit portal. Access requires SPID, CIE, or CNS credentials. Users must navigate to the “Servizi in evidenza” section and select “Assicurazione sanitaria integrativa.”
Permanent employees submit their choice once. It remains valid for the entire 48-month duration of the policy. Fixed-term workers submit a choice valid for their current contract duration, which can be renewed upon signing subsequent contracts.
Activation Timelines and UniSalute Updates
The insurance coverage officially activates at 00:00 on September 30, 2026, running through 24:00 on September 29, 2030.
The Ministry will transmit monthly variation updates to UniSalute by the 15th day of each month to account for new hires, retirements, deaths, and employment interruptions. For new beneficiaries, guarantees start on the first day of the month following communication, provided an active employment contract exists on that date. Coverage for terminated personnel ends on the first day of the month following the notification.
