The Social Security Administration is expected to announce the 2027 cost-of-living adjustment on October 14, according to projections and independent calculations. Retirees could see a 3.4% increase in monthly benefit checks next year, following inflation data reported by the Bureau of Labor Statistics.

The consumer price index for urban wage earners and clerical workers, known as CPI-W, rose 3.4% in July from a year earlier, according to Labor Department data cited by independent Social Security and Medicare analyst Mary Johnson. That figure is down from June’s 3.5% reading but remains above the 2.8% adjustment that beneficiaries began receiving in January.

Different organizations have issued varying forecasts for the final 2027 adjustment, which relies on inflation figures from July, August, and September. The Senior Citizens League estimates a 3.6% increase, while the AARP projects a 3.5% bump. Meanwhile, the nonpartisan Committee for a Responsible Federal Budget offers a lower projection at 3.2%.

Mary Johnson noted that while a 3.4% increase exceeds the historical COLA average of 2.6%, it follows a period of high consumer costs. “It’s doubtful that anyone is celebrating because 3.4% is still higher than the average,” Johnson said, pointing to elevated expenses in health care, housing, and transportation.

Trust Fund Solvency and Proposed Reforms

Higher benefit adjustments place additional financial pressure on the Social Security trust fund, which analysts warn is moving toward depletion. According to the Committee for a Responsible Federal Budget, the trust fund that supplements incoming payroll taxes is projected to run dry by the end of 2032.

“High COLAs can provide helpful near-term support to seniors, but also impose significant costs for a Social Security retirement fund that is just six years from insolvency,” the CRFB stated, adding that beneficiaries could face an automatic 22% benefit cut if the reserves are exhausted without congressional action.

To address the funding shortfall, the CRFB has proposed reforms such as establishing a flat-rate COLA or implementing a COLA cap for high-income beneficiaries. Additional proposals include capping Social Security benefits at $100,000 for wealthy couples to reduce long-term shortfalls.

Medicare Part D and Senior Expenses

Retirees assessing their future purchasing power must also factor in changes to healthcare programs. The Centers for Medicare & Medicaid Services announced that the Part D Premium Stabilization Program will end on January 1, 2027.

Without those increased federal subsidies to reduce prescription drug premiums, higher costs are expected to pass directly to beneficiaries, according to Mary Johnson. Seniors will need to evaluate changes during the Medicare Open Enrollment period running from October 15 through December 7.

The official 2027 cost-of-living adjustment will become final and take effect for January payments after the Bureau of Labor Statistics releases the September consumer price index report on October 14.
