Houston Texans Announce Plans for $34 Billion ‘Toro District’ in Bridgeland
The Houston Texans, Harris County, and Howard Hughes Communities unveiled plans on February 25, 2026, for the ‘Toro District,’ an 83-acre sports and entertainment destination located in Bridgeland, Northwest Harris County. The project is projected to generate approximately $34 billion in long-term economic impact and create more than 17,000 jobs.
New Texans Headquarters and Training Facility
At the heart of the Toro District will be a new, state-of-the-art headquarters for the Houston Texans, spanning over 175,000 square feet. This centralized hub will house both the team’s Football Operations and Business Operations. The complex will feature an indoor fieldhouse designed to accommodate nearly 16,000 attendees, serving as a venue for various events, from local gatherings to NFL events. The facility will include three outdoor NFL training fields.
Economic and Community Impact
Texans Chair and CEO Cal McNair stated, “Toro District will be a world-class environment for everyone connected to our organization.” He emphasized the team’s commitment to incorporating best practices while remaining authentically Texan, prioritizing competitive excellence and community impact.
Harris County Commissioner Lesley Briones (Precinct 4) called the project “a transformational win for Harris County,” highlighting the public-private partnership that will bring jobs, economic impact, and essential county services to the region. Commissioner Tom Ramsey (Precinct 3) added that the development represents planning for growth “the right way.”
Beyond Football: A Mixed-Use Development
The Toro District will extend beyond the Texans’ facilities, encompassing nearly two million square feet of walkable office, healthcare, hospitality, and entertainment space, including:
- One million square feet of premium office space
- 300,000 square feet of retail and restaurants
- 250,000 square feet of regional healthcare and sports medicine facilities
- Two hotels totaling 300 keys
- 1,300 units of multifamily residential
Community and Educational Partnerships
The development will also include a 25,000-square-foot Harris County annex, extending county services to Northwest Houston. Six parks and 5,000 parking spaces are also planned. Students from Cypress-Fairbanks Independent School District, Waller Independent School District, and Lone Star College will have access to internships, career pathway programs, and sports-focused academic initiatives.
Multiple flag football fields and the capacity for 21 volleyball courts will further the Texans’ commitment to expanding access to sports.
Project Timeline and Development
Gensler is leading the master planning design for Toro District, while Howard Hughes Communities is managing leasing. The Texans will participate in the development through an affiliate. The project is scheduled for completion in 2029. Howard Hughes Communities has reported an increase in leasing inquiries since the project’s announcement.
