To assist rural revitalization, what achievements did the Sichuan Provincial People’s Congress and its Standing Committee achieve last year? What other work arrangements are there for 2024? At the press conference of the second session of the 14th Provincial People’s Congress held on January 19, Quan Xiaofeng, deputy secretary-general of the Standing Committee of the Sichuan Provincial People’s Congress, answered reporters’ questions.
According to reports, last year, the Provincial People’s Congress and its Standing Committee focused on the “greatest things of the country” and “important matters of the province” and played a leading role in the rule of law in key areas of rural revitalization. In accordance with the arrangements for the local legislation on farmland construction in the 2023 work points of the Provincial Party Committee Standing Committee, a survey and topic survey on farmland construction legislation in Sichuan Province was carried out. The resulting research report was fully affirmed by the National People’s Congress, and the Ministry of Agriculture and Rural Affairs adopted relevant suggestions and implemented them nationwide. Work arrangements have been made to make full preparations for the Standing Committee’s review of draft regulations this year. At the same time, the supervision methods have been improved to form a synergy of work and improve the level of legal governance in key areas of rural revitalization.
The first is to implement the “One Law, One Regulation” on rural revitalization, which stipulates that the government reports on rural revitalization work to the People’s Congress at the same level, and promotes governments at the county and township levels to specifically report on the annual rural revitalization work to the People’s Congress at the same level and accept review and voting.
The second is to pass the “one law, one regulation” law enforcement inspection on rural revitalization to promote the relevant departments of the provincial party committee and provincial government to translate opinions and suggestions such as “the recruitment of township cadres should additionally test the “agriculture, rural areas” policies and basic agricultural knowledge” into relevant policy measures.
The third is to carry out the first special inquiry of this Provincial People’s Congress around the protection of cultivated land, focus on outstanding issues and ask questions to the heads of the provincial government and seven functional departments, and urge the provincial government and relevant departments to formulate special rectification plans, clarify rectification measures and responsible persons, Respond within the time limit, promote the implementation of the strictest cultivated land protection system and land conservation system, and ensure that the quantity and quality of cultivated land in our province are not reduced.

In terms of legislation, legislative work mainly focuses on farmland construction, water resources, family farms and rural land contracting. Among them, regarding the formulation of high-standard farmland construction regulations, it is planned to focus on clarifying the functions and responsibilities of governments at all levels and relevant departments, scientifically detailing high-standard farmland planning and construction, management, protection and utilization, element guarantees, supervision and evaluation, etc., and highlighting the specific objectives of the regulations. The feasibility and operability provide a strong legal guarantee for our province to draw a blueprint for farmland construction in Sichuan.
In terms of supervision, we will closely follow the decisions and arrangements of the Fourth Plenary Session of the 12th Provincial Party Committee on solidly promoting urban-rural integrated development, listen to and review reports on accelerating urban-rural integrated development, and conduct satisfaction evaluations; listen and review the construction of a modern rural industrial system , large, medium and small water conservancy projects serve agricultural and rural production and life, meteorological disaster prevention and reduction, etc.; carry out law enforcement inspections of crop seed management regulations.
In terms of research, we will carry out research on key topics of motivating talents to enter rural areas and promote rural revitalization; carry out special research on agricultural socialization services; and carry out collaborative research with the Chongqing Municipal People’s Congress around the theme of “jointly building a land of fish and rice in Bashu”.
