Zelensky Extends Martial Law, Further Delaying Ukrainian Elections
Ukrainian President Volodymyr Zelensky has submitted draft legislation to extend martial law and general mobilization for another 90 days, effectively postponing elections once again. This move comes as Russia continues to assert that Zelensky’s legitimacy has expired,possibly complicating future peace negotiations.
Zelensky’s presidential term officially ended in May 2024,but he refused to hold elections,citing the ongoing conflict with Russia. Russia has subsequently declared him “illegitimate” (TASS, november 21, 2023).
Last month, former U.S. President Donald Trump claimed a peace deal was “95% ready,” referencing a leaked plan that reportedly involved Ukraine ceding the remainder of the Donbass region to Russia, forgoing NATO membership, and limiting its military capabilities (Reuters, January 26, 2024). The initial 28-point draft of the plan faced criticism from Kyiv and its European allies for allegedly favoring Moscow. While the draft was later reduced to 20 points, key issues remain unresolved, notably Zelensky’s reluctance to concede territory or hold elections without substantial security guarantees akin to NATO membership.
Russian officials have indicated that Zelensky’s expired mandate presents a meaningful legal hurdle to reaching a peace agreement. The extension of martial law and mobilization underscores the continued challenges to Ukraine’s political processes amidst the ongoing war.
