Trump Mandate: AI Data Centers to Build Own Power Plants Amid Cost Surge

Trump Seeks to Shift Data Center Energy Costs to Tech Companies Amid AI Boom

As artificial intelligence continues its rapid expansion, driving up energy demand and electricity costs, President Donald Trump has announced a plan to require data center operators to shoulder the financial burden of their power consumption. The initiative, dubbed the “Ratepayer Protection Pledge,” aims to prevent consumers from experiencing higher electricity bills due to the energy-intensive nature of AI data centers.

The Ratepayer Protection Pledge

During his State of the Union address on Tuesday, February 24, 2026, President Trump stated he had “negotiated” the pledge with major technology companies. The agreement would compel these companies to provide for their own power needs, potentially through the construction of on-site power plants. “They can build their own power plants as part of their factory so that no one’s prices will go up, and in many cases, prices of electricity will go down for the community, and very substantially down,” Trump said, according to Nextgov.

Rising Energy Costs and Data Center Demand

Electricity bills surged approximately 8% in 2025, raising concerns among voters about the rising cost of living, particularly as the demand for energy from AI data centers increases. The Los Angeles Times reports that Trump has similarly reversed Biden-era clean energy policies, including cuts to solar and wind funding and the termination of electric vehicle tax credits, while simultaneously opening the Pacific Coast to oil drilling.

Tech Company Response and Commitments

Several major tech companies have already signaled their willingness to participate. Amazon, Microsoft, and Anthropic have publicly acknowledged the pledge. Microsoft Vice Chair and President Brad Smith stated the pledge is “an important step” and expressed appreciation for the administration’s efforts to prevent data centers from contributing to higher electricity prices for consumers. The Verge notes that Anthropic has committed to covering 100% of electricity price increases for consumers resulting from data center operations.

On-Site Power Generation Trend

The move towards data centers generating their own power is already underway. According to a report from Cleanview, a data visualization software company, approximately 30% of all planned data center capacity in the U.S. Intends to build its own power plants. Notably, 90% of this planned capacity was added in 2025. Many of these on-site power plants are currently fueled by natural gas, despite tech companies’ stated commitments to clean energy. Realtor.com highlights that Texas is emerging as a leading state for this trend, potentially surpassing Virginia as the data center capital of the world.

Formal Signing Next Week

Major tech companies are expected to formally sign the Ratepayer Protection Pledge at the White House next week, on March 4th. The White House stated the initiative will ensure Americans’ electricity bills do not increase as demand grows, while simultaneously promoting American AI dominance. Nextgov reported this information.
