The Trump administration’s directive followed a deadline given to Anthropic by the Pentagon to grant unrestricted access to its AI technology. Anthropic CEO Dario Amodei refused the demands, expressing concerns that the technology could be used for mass surveillance and the development of fully autonomous weapons .
Anthropic’s Stance on AI Usage
Anthropic has consistently maintained that it would not allow its AI to be used for fully autonomous weapons systems – where AI, rather than humans, makes final battlefield targeting decisions – or for mass domestic surveillance . Defense Secretary Pete Hegseth labeled Anthropic’s position as “arrogance and betrayal,” stating that “America’s warfighters will never be held hostage by the ideological whims of Big Tech” . He announced that no contractor working with the U.S. Military would be permitted to conduct business with Anthropic.

Trump’s Threat and Phase-Out Plan
President Trump took to Truth Social, declaring, “I am directing EVERY Federal Agency in the United States Government to IMMEDIATELY CEASE all use of Anthropic’s technology. We don’t need it, we don’t wish it and will not do business with them again!” He similarly threatened to use the “Full Power of the Presidency” to ensure Anthropic’s compliance during the phase-out period, warning of potential “major civil and criminal consequences” .
The administration is allowing a six-month period for the Department of Defense and other agencies to phase out Anthropic’s products.
Anthropic’s Response
Anthropic has stated it has not received direct communication from the Pentagon or the White House regarding the status of negotiations. The company intends to “challenge any supply chain risk designation in court” .
