The U.S. Department of War has invested more than $290 million since 2020 under the Maritime Security Initiative to strengthen maritime domain awareness, training and joint operations for Southeast Asian partners, Eurasia Review reported. The funding supports tailored equipment and instruction for Indonesia, the Philippines and Vietnam, including uncrewed aerial systems, patrol craft and Coast Guard training.
Countries Expand Maritime Surveillance with Drones
The assistance delivers concrete assets to each nation. Indonesia received funding for 14 long-endurance ScanEagle drones to enhance maritime surveillance. Vietnam gained an agreement for 13 U.S.-made Metal Shark patrol boats for its Coast Guard, adding to 24 similar vessels delivered between 2017 and 2020, plus ScanEagle drones and coast guard cutters. In the Philippines, uncrewed systems strengthen Manila’s ability to monitor and counter illicit activity in its exclusive economic zone, with Philippine and U.S. personnel integrating the drones into a denial network that includes coastal missiles, ships, aircraft and law enforcement units.
Philippine Coast Guard Begins Three-Year Support Program
The U.S. also launched a three-year initiative in 2025 to provide training, maintenance assistance and other support to the Philippine Coast Guard, Indo-Pacific Defense Forum reported. This builds on the equipment deliveries by focusing on sustaining the new capabilities over time.
Maritime Awareness Treated as Means to Counter Coercion
“MSI has provided an essential tool for capability improvement at a time when these participating countries needed it most,” said Mike Bosack, founder of the Parley Policy Institute, an Australia-based think tank. The program’s most significant impact is in maritime domain awareness, he said, but “the initiative appropriately treats it as a means to an end, not an end itself.” By combining equipment, infrastructure and training, the initiative expands partner nations’ ability to respond to threats such as illegal fishing and military coercion while fostering interoperability with the United States.
Questions About the Maritime Security Initiative
What exactly is maritime domain awareness? It refers to the ability to monitor waters and detect activity. Bosack said MSI’s most significant impact has been in this area, giving partners the tools to track vessels and respond to incursions.

How does the program differ for each country? With partners facing different maritime challenges, the assistance is “tailorable to each participating country,” Bosack said. Indonesia gets surveillance drones, Vietnam receives patrol boats, and the Philippines obtains uncrewed systems plus Coast Guard training.
What threats does this equipment address? The sources identify illegal fishing and military coercion as the primary concerns the enhanced surveillance and patrol capabilities are designed to counter.
The current investment expands on earlier deliveries, such as the 24 Metal Shark vessels sent to Vietnam from 2017 to 2020, and signals a sustained commitment to building lasting national capabilities in the region.
