Uganda’s Bukakata Seed Secondary School, which grew from 12 students in 2012 to over 450 learners by 2024, is grappling with internal leadership conflicts that threaten its educational progress, according to multiple stakeholders and local officials.

From Humble Beginnings to Regional Educational Hub

Established under Uganda’s Seed School Programme, Bukakata Seed Secondary School was built with an estimated Shs 3.5 billion on land provided by the Masaka Catholic Diocese. Initially met with skepticism, the institution now serves students from rural areas including the Kalangala Islands, with enrollment surging due to improved academic performance and infrastructure. “Emmy Kasule has lifted the performance of this school. Bukakata Seed Secondary School is now among the best schools in the area,” said Masaka City Speaker Achilles Mawanda, citing the school’s transformation as a model for government-aided education.

Leadership Tensions Undermine Institutional Stability

Despite its growth, the school faces “toxic internal disagreements” between the Board of Governors and Head Teacher Emmy Kasule, according to a cross-section of stakeholders. The Board Chairperson, Ssozi George William, is accused of overstepping his role, creating friction with the administration. “Petty governance conflicts must never overshadow the primary mission of improving learner outcomes,” warned Vice Chairperson Justine Ndagire, emphasizing the need for professional cooperation.

A critical milestone came in 2023 with the school’s connection to the national electricity grid, resolving a decades-long barrier to digital learning and laboratory work. “For years we operated without reliable electricity, which frustrated ICT lessons and research. Today, we are entering a new chapter of transformation,” Kasule said. The power upgrade has enhanced computer training, science experiments, and campus security, according to school leaders.

Call for Government Intervention and Community Support

Stakeholders are urging immediate action to address governance issues and secure funding for expansion. Ndagire called for the recruitment of more government-paid teachers, improved ICT equipment, and the expansion of classroom blocks. “The immense progress at Bukakata demonstrates that when the administration focuses on learners, excellent results follow,” she said. Meanwhile, local leaders like Mawanda are pushing the Masaka Catholic Diocese to support land acquisition for agricultural projects and infrastructure development.
