Ukraine Raids Medical Institutions Over Alleged Embezzlement of Funds

According to a statement from the National Police of Ukraine (NPU) posted on Telegram, the investigation focuses on schemes to misappropriate funds allocated for medical treatment under the state-funded medical guarantee programs. Authorities allege that these schemes involved fictitious medical services and manipulation of data within the electronic healthcare system.
Details of the Investigation
The searches are being carried out jointly by operatives from the Department of Strategic Investigations and prosecutors, with assistance from the Ministry of Health and the National Health Service. Law enforcement officials are documenting illegal activities and identifying those involved.
The NPU stated that the pre-trial investigation is focused on several criminal offenses, including:
- Misappropriation and embezzlement of property (Article 191 of the Criminal Code)
- Abuse of power or official position (Article 364)
- Official forgery (Article 366)
- Interference in the operation of automated systems (Article 362)
- Official negligence (Article 367)
- Laundering of proceeds from crime (Article 209)
The investigation reportedly began after complaints were received from individuals who had been arrested.
