Ukraine to Scale Successful Local Infrastructure Recovery Efforts Nationwide

Ukraine is planning to expand successful strategies employed by local authorities in restoring critical infrastructure to a national level, President Volodymyr Zelenskyy announced on February 19, 2026. The initiative aims to improve the country’s resilience in the face of ongoing Russian attacks targeting energy, water, and heating systems.

Focus on Rapid Recovery and Protection

Zelenskyy stated that the government has “already begun new operate with the regions” to disseminate best practices in infrastructure recovery. The goal is to ensure more effective national decisions based on the experiences of communities that have successfully navigated the challenges of winter and Russian attacks. “All the real experience of our Ukrainian communities should be used for more effective national decisions,” Zelenskyy said in his nightly address to the nation.

New Coordination Center to be Established

According to Zelenskyy, the government, in collaboration with the Office of the President of Ukraine and regional leaders, will form a dedicated coordination center to oversee the scaling of these successful approaches. Prime Minister Yulia Sviridenko has already been involved in discussions regarding the initiative. “All necessary officials will be involved in the work of the center,” Zelenskyy noted.

Zaporizhzhia’s Experience as a Model

The President specifically mentioned discussions with Ivan Fedorov, head of the Zaporizhzhia Regional Military Administration, highlighting the region’s experience as valuable. However, he emphasized that Zaporizhzhia is not the only region with valuable lessons to share. “We will work together and with other leaders of regions, cities and communities whose experience deserves attention,” Zelenskyy added.

Recent Infrastructure Restoration Efforts

The announcement follows recent successes in restoring heat supply to Kyiv. Mayor Vitaliy Klitschko reported that heat was fully restored to 2,600 homes that had been without heat following attacks on the capital’s infrastructure. Specialists worked continuously to expedite the restoration process.

Continued Russian Attacks on Infrastructure

Despite these recovery efforts, Russian attacks on critical infrastructure continue. The city of Lozovaya in the Kharkiv region recently experienced serious water supply problems and heating outages affecting nearly 16,000 residents due to another Russian strike.
