## Strengthening school Safety: A Review of Recent Findings and Ongoing Initiatives
The Ministry of National Education has acknowledged receipt of the Betharram Report on July 2nd, initiating a period of careful evaluation.Following this analysis, Minister Élisabeth borne will determine whether adjustments are needed to the existing strategy for combating school violence. The recently released parliamentary report details the scope of violence within schools and offers a comprehensive set of 50 recommendations aimed at fostering safer learning environments. The Ministry has stated that a thorough review will be undertaken by its teams, after wich the Minister will assess the necessity of modifying the “break the Silence, Act Together” plan, initially launched in March.
### Increased Oversight and Reporting Mechanisms
A key component of the current strategy involves bolstering oversight and ensuring consistent reporting of incidents. A recent decree, effective June 16th, 2025, mandates that all private schools operating under contract with the state are now required to collect and process reports of violent acts [[3]]. This represents a notable step towards greater transparency and accountability across all educational institutions.
Moreover, the Ministry reports a ample increase in inspections. Over 500 inspections were conducted throughout the 2024-2025 academic year, with a marked acceleration in activity since March. The goal is to reach a total of 1,000 inspections by the end of the current calendar year. To support this intensified oversight, the Ministry is actively recruiting 60 additional academic inspectors, with their positions filled by the start of the 2025-2026 school year. This expansion of the inspection workforce demonstrates a commitment to proactive identification and resolution of safety concerns.### Empowering Student Voices Through Expanded Surveys
Recognizing the importance of directly understanding student experiences, the Ministry is broadening the use of student questionnaires. Previously piloted in boarding schools and during school trips, these surveys will now be implemented across all educational establishments starting with the next academic year. This expansion aims to provide a more comprehensive understanding of the challenges students face and to identify areas where support is most needed. Similar initiatives in other countries, such as Finland’s emphasis on student wellbeing surveys, have shown a correlation between increased student voice and improved school climate.
These measures collectively represent a proactive approach to addressing school violence, prioritizing both preventative measures and responsive interventions. The Ministry’s commitment to analyzing the Betharram Report and adapting its strategies accordingly underscores its dedication to creating safe and supportive learning environments for all students.
