China’s 15th Five-Year Plan: Robotics and ‘Embodied Intelligence’ at the Core of Economic Modernization
When China’s National People’s Congress convened in Beijing to review the draft outline of the 15th Five-Year Plan (2026–2030), much of the Western commentary focused on the GDP growth target and technological self-reliance. However, a structural shift buried within the plan may prove more consequential: the elevation of robotics and “embodied intelligence” from a niche industrial target to the connective tissue of China’s entire economic modernization strategy.
The Rise of Embodied Intelligence
The term “artificial intelligence” appears more than 50 times in the 15th Five-Year Plan. “Embodied intelligence” – a concept barely present in Chinese policy documents before 2023 – now features prominently among the plan’s top ten “fresh industry tracks,” alongside integrated circuits, biomanufacturing, commercial space, and the C919 aircraft program. Critically, robotics is not treated as a standalone sector, but as an enabler woven across chapters on manufacturing, digital transformation, elderly care, national security, and cultural development. This represents an industrial policy through robots, rather than simply for robots.
Institutional Machinery for Acceleration
The 15th FYP distinguishes itself from its predecessors through the institutional machinery constructed around its targets. Chapter 5 designates robotics as one of eight “strategic emerging industries” earmarked for accelerated development, including new-generation IT, new energy vehicles, biomedicine, and aerospace. This is a significant step up from the 14th FYP (2021–2025), which addressed robotics through a subordinate sub-plan issued by the Ministry of Industry and Information Technology (MIIT) [1].
Section 2 of Chapter 5 identifies embodied intelligence alongside quantum technology, biomanufacturing, hydrogen and nuclear fusion energy, brain-computer interfaces, and 6G as the six designated growth engines for the next decade. This designation unlocks access to the 60 billion RMB ($8.2 billion) National AI Industry Investment Fund, provincial matching funds, and state-backed venture capital.
The plan specifically calls for coordinating the layout of “embodied intelligence training grounds,” promoting virtual-real fusion collaborative training, developing integrated big-brain/small-brain embodied models and algorithms, and accelerating the upgrade and deployment of humanoid robots and other form-factor products. This language functions as a procurement directive.
The “AI+” Framework: Robots as Infrastructure
A key innovation in the 15th FYP is the “AI+” action plan, a cross-cutting national program modeled on Germany’s Industry 4.0, but with a broader scope covering science and technology, industrial development, consumer upgrades, social welfare, governance, and global cooperation. Each domain explicitly references embodied intelligence or robotic systems.
The industrial development track calls for AI deployment across the entire industrial chain, from design to operations. The social welfare track focuses on deploying “embodied intelligence in labor-scarce and hazardous environment positions,” addressing China’s demographic crisis – with 310 million citizens aged 60 or above and a 5.5-million caregiver deficit. The governance track envisions “collaborative safety governance systems encompassing natural persons, digital persons, and intelligent robots.” This framework aims for institutional adoption, creating guaranteed demand for robotic systems.
Strengthening the Robotics Supply Chain
The plan also emphasizes the component parts needed to advance the robotics industry. Chapter 4’s Inset Box 2 identifies “high-speed precision bearings, high-parameter gear and transmission devices, high-performance motor and control systems, and high-precision ball screws” as priority targets for the “Industrial Foundation Re-engineering Project.” This addresses China’s current dependence on Japanese and German suppliers for these components, such as harmonic reducers from HDSI, ball screws from THK and NSK, and servo motors from Yaskawa.
the MIIT established a dedicated Humanoid Robot and Embodied Intelligence Standardization Technical Committee in December 2025 and released the first national standard system covering the humanoid robot industry’s entire lifecycle. China is actively shaping international norms for robot safety, interoperability, and data governance, mirroring its successful standards campaigns in 5G and high-speed rail.
Current Momentum and Future Implications
In 2024, China installed 295,000 industrial robots – 54 percent of the global total – with an operational stock exceeding 2 million units. Robot density reached 470 per 10,000 manufacturing workers, surpassing both Germany and Japan. Domestic brands captured 57 percent of the home market for the first time.
In the humanoid robot segment, Chinese firms shipped roughly 90 percent of the world’s units in 2025, led by AgiBot, Unitree, and UBTech. Over 150 humanoid robot companies operate in China, and over 40 state-funded robot training centers are generating data for embodied AI models.
Provinces like Guangdong and Shenzhen are already prioritizing embodied AI, 6G, quantum technologies, and the low-altitude drone economy, with dedicated investment funds and development zones.
The 15th FYP’s robotics provisions should be understood as a market creation plan. By mandating AI integration across various sectors and building the necessary infrastructure, Beijing aims to construct guaranteed domestic demand for robotic systems, driving down costs and establishing a competitive advantage.
The plan’s emphasis on “sandbox regulation” signals regulatory flexibility, contrasting with the more cautious approaches in the EU and the United States. This permissive environment will foster the real-world data and operational experience needed for the next generation of embodied AI systems.
For Japan, the plan’s focus on component localization poses a direct competitive threat. For the United States, the systemic integration enabled by the plan – combining research, training, procurement, and standards – presents a challenge to fragmented Western ecosystems.
The 15th Five-Year Plan outlines a methodical construction of an institutional architecture designed to make China’s dominance in physical AI not merely possible, but, according to Beijing, inevitable.
