Spain Allocates €7 Billion for Storm Damage Relief and Infrastructure Improvements in Andalusia and Extremadura
The Spanish government has approved a comprehensive aid package totaling €7 billion to address the widespread damage caused by recent severe storms in the Andalusia and Extremadura regions. This funding will support the recovery of affected communities, infrastructure repairs, and assistance for displaced individuals and impacted sectors like agriculture and fishing.
Emergency Aid and Infrastructure Investment
The Council of Ministers approved the emergency aid measures following the declaration of a civil protection emergency in the affected areas last week. The aid is intended not only to alleviate immediate damage but also to promote the long-term reconstruction of infrastructure and affected areas .
Financial Breakdown
- Education Sector: €55 million has been allocated for urgent repairs to educational centers, focusing on roofs, skylights, retaining walls, exterior carpentry, false ceilings, and structural repairs.
- Road Network: €156,393,255 will be invested in repairing damage to the Andalusian Road Network, including structural improvements and the duplication of roads in Roquetas de Mar and the Recent Connection of Polígonos Alcalá la Real (Santa Ana).
- Health, Presidency & Emergencies: €3.7 million will reinforce emergency response efforts related to a railway accident in Adamuz, Córdoba, and the broader storm impacts, increasing subsidies to organizations like the Red Cross (€150,000 increase) and the Official College of Psychology of Western Andalusia (€15,000 increase) for emergency operations and psychological support.
- Emergency Personnel & Infrastructure: €793,826 is designated to compensate technical personnel and emergency services, although €1.37 million will repair damaged facilities and infrastructure.
- Logistical Support: €1.29 million will support logistical planning and coordination efforts by the Andalusian Emergency Group (GREA).
Tax Benefits for Homeowners
The regional government of Andalucía has introduced a tax benefits package to further assist those affected by the storms. Homeowners who need to repair storm damage will be eligible for a 100% deduction on their income taxes for repair costs, up to the limit of their regional tax liability . This package also includes deductions for the purchase or rental of homes due to damage, as well as reduced rates on property transfer tax and stamp duty.
Agricultural Support and European Funding
Recognizing the significant losses in the agricultural and livestock sectors, the Minister for Agriculture, Fisheries and Food, Luis Planas, has requested the activation of the European Commission’s agricultural crisis fund. A Commissioner for Agriculture and Food, Christophe Hansen, will visit Andalusia next week to assess the situation .
