National Broadband Plan Delivers Strong Results, Report Finds

Ireland’s National Broadband Plan is exceeding expectations, according to an independent evaluation released by EY. The report, commissioned by the Department of Communications, highlights positive impacts on businesses, tourism, and government policy delivery.

The review, based on extensive research including interviews, surveys, and focus groups, found that the National Broadband Ireland (NBI) project is on track to deliver high-speed broadband to over 600,000 premises by October 2027, as originally planned. This includes new builds and existing homes and businesses.

Boosting Businesses and Tourism

NBI’s efforts have already resulted in significant benefits, particularly for enterprises. The report states: “The impact on the enterprise sector has resulted in increased productivity, improved communication, and reduced costs.”

Furthermore, the tourism and hospitality sector has seen increased business activity thanks to improved connectivity. This highlights the crucial role of broadband in supporting Ireland’s vital tourism industry.

Recommendations for Continued Success

While acknowledging the significant progress made, the EY report also offers recommendations for further improvement. These include:

  • Increasing capacity to meet ongoing demand for broadband connections.
  • Improving data collection and analysis on national broadband coverage.
  • Promoting the benefits of broadband to the tourism sector, especially micro businesses and SMEs.
  • Continued efforts by NBI to manage costs effectively.

Flexibility in EU State Aid Rules Crucial

The report also emphasizes the importance of flexibility in European State Aid rules, allowing projects like the National Broadband Plan to adapt and respond effectively to changing needs.

Minister of State at the Department of Communications, Ossian Smyth, commented: “Five years after the National Broadband Plan contract was signed, it is fascinating to see how this project is turning out. We knew already that project was on time and on budget but now we have credible evidence that the project is delivering higher benefits than expected.”

With over 328,300 premises currently able to connect and over 102,600 premises already connected, the National Broadband Plan is delivering a vital digital infrastructure for Ireland. As the rollout continues, it promises to unlock further economic growth, enhance connectivity, and improve quality of life across the country.
