Quebec Man Faces Terrorism Charges for Allegedly Promoting 764 Extremist Network

Jeffrey Roussel, a 26-year-old resident of Quebec City, has been charged with terrorism-related offences for allegedly promoting the ideology of the 764 extremist network through online platforms, according to the Royal Canadian Mounted Police (RCMP). The arrest and charges were announced on April 22, 2026, following an investigation by the Integrated National Security Enforcement Team.

Roussel is accused of participating in terrorist activity, facilitating terrorist activity, and committing an offence for the benefit of a terrorist group. Authorities allege he used a Telegram group to publish graphic, violent, and disturbing content with the intent to inspire and recruit others, particularly teenagers, into the 764 network.

The RCMP states that 764 actively targets children and teenagers on online platforms such as Discord, Telegram, Roblox, and Minecraft. The group’s objective is to manipulate, radicalize, and recruit youth to commit violent acts. Canada officially designated 764 as a terrorist entity in December 2025.

According to the RCMP’s news release, Roussel’s alleged victims are primarily teenagers, though they have not been publicly identified. The investigation indicates his activities extended beyond Quebec, with alleged participation in terrorist activity across Canada and internationally.

Roussel remains in custody as the legal process continues. The case underscores growing concerns about the use of popular gaming and social media platforms by extremist networks to exploit and radicalize minors.
