CBP Hosts Webinar on IEEPA Duty Refunds via ACE CAPE on April 17, 2026 U.S. Customs and Border Protection (CBP) is hosting a webinar on April 17, 2026, at 2:30 p.m. ET to explain the process for requesting refunds of duties imposed under the International Emergency Economic Powers Act (IEEPA) through the Automated Commercial Environment (ACE) Consolidated Administration and Processing of Entries (CAPE) system. The session will cover how Importers of Record and authorized Customs brokers can submit CAPE Declarations using a Comma-Separated Values (.CSV) file through their ACE Secure Data Portal account. Each CAPE Declaration is limited to 9,999 entries. The webinar will detail the steps from submission to refund issuance, including providing bank account information for ACH refunds. CBP is implementing CAPE in phases, with the first phase launching on April 20, 2026. Phase 1 applies to certain unliquidated entries and entries within 80 days of liquidation. The system is designed to consolidate IEEPA duty refunds, including interest, rather than processing refunds on an entry-by-entry basis. Participants will receive Continuing Education credits. Registration is required and offered on a first-come, first-served basis due to limited capacity.
