China Calls for Upholding Five-Point Consensus to Resolve Sudan Conflict

UNITED NATIONS, Feb. 19 (Xinhua) — China on Thursday urged the international community to uphold a five-point consensus in its collective effort to uncover a lasting solution to the conflict in Sudan, which has caused immense suffering for the country and its people, according to a Chinese envoy.

“The international community must not allow the Sudan conflict to continue spreading, nor can it accept further civilian casualties,” said Fu Cong, China’s permanent representative to the United Nations, during a Security Council briefing on Sudan.

The Five-Point Consensus

The five-point consensus, as outlined by Ambassador Fu Cong, centers on:

  • Achieving a ceasefire as soon as possible.
  • Alleviating the humanitarian crisis.
  • Strengthening mediation efforts.
  • Ensuring Sudanese ownership of the resolution process.
  • Integrating development and security considerations.

Prioritizing Sudanese Interests and Ceasefire

Fu emphasized the need for all parties to prioritize Sudan’s national interests and the long-term well-being of its people. He called for an immediate cessation of hostilities, echoing calls from regional and international stakeholders. He also urged external actors to cease military support and refrain from actions that could exacerbate the conflict or benefit from the instability.

Protecting Civilians and Humanitarian Aid

China strongly condemns attacks against civilians, civilian facilities, and UN personnel, Fu stated. He called on all parties to adhere to international humanitarian law and provide special protection to vulnerable groups. He stressed that humanitarian assistance should not be used as a tool for political pressure, advocating for increased aid, responsible fulfillment of funding pledges, and support for Sudan and neighboring countries hosting refugees to enhance their humanitarian response capabilities.

Role of the United Nations and Regional Organizations

Ambassador Fu underlined the crucial role of the United Nations in mediation efforts. He also highlighted the importance of enhanced coordination and synergy among regional organizations, including the African Union, the League of Arab States, and the Intergovernmental Authority on Development (IGAD), to facilitate dialogue and negotiations. He encouraged countries with influence over the conflicting parties to bridge divides and foster trust, avoiding Sudan becoming a stage for geopolitical competition.

Sovereignty, Unity, and Sudanese-Led Transition

Fu urged all parties to uphold Sudan’s sovereignty, unity, and territorial integrity, supporting a Sudanese-led political transition. He opposed the establishment of parallel governance structures or actions that could lead to fragmentation, asserting that the ultimate resolution lies with the Sudanese people themselves.

Sustainable Development as a Long-Term Solution

Recognizing that sustainable development is fundamental to addressing the root causes of conflict, Fu said China supports the Sudanese government in its efforts to rebuild infrastructure and public services following the relocation of the capital back to Khartoum. This includes facilitating the reception and resettlement of returnees, strengthening public security, and advancing the rule of law to improve people’s livelihoods.

“We renew our call for all parties to the conflict to immediately seize hostilities and allow the Sudanese people a peaceful and serene Ramadan. China stands ready to work with the international community to continue playing a constructive role in helping Sudan achieve lasting stability, development and prosperity,” he concluded.
