China Imposes Anti-Dumping Duties on Halogenated Butyl Rubber from Japan and Canada
Effective March 14, 2026, China will impose anti-dumping duties on imports of halogenated butyl rubber originating from Japan and Canada, following an investigation that found evidence of dumping and resulting harm to the domestic industry.
Investigation Findings and Duty Rates
The Ministry of Commerce of China (MOFCOM) initiated an anti-dumping investigation on September 14, 2024, examining imports from Japan, Canada, and India. A preliminary ruling on August 12, 2025, indicated dumping from Japan and Canada, establishing a causal link between the dumping and injury to the Chinese domestic industry. The investigation into imports from India was subsequently terminated.
MOFCOM’s final determination announced the following anti-dumping duty rates:
- Japan Butyl Co: 15.0 percent
- Other Japanese companies: 30.1 percent
- ARLANXEO Canada Inc and other Canadian firms: 13.8 percent
Security Deposit Handling and Refunds
MOFCOM clarified the handling of security deposits paid by importers. Security deposits paid between August 14, 2025, and December 13, 2025, will be converted into anti-dumping duties based on the final ruling and applicable rates, with import value-added tax (VAT) levied accordingly. Any overpaid amounts will be refunded, while any underpaid amounts will not be further collected.
Security deposits provided between December 14, 2025, and March 13, 2026, will be fully refunded.
No Retroactive Application
The anti-dumping duties will not be applied retroactively to imports of halogenated butyl rubber from Japan and Canada that entered China before the implementation date of the provisional anti-dumping measures.
Fresh Exporter Review and Interim Review Options
New exporting operators from Japan and Canada who did not export the investigated product to China during the investigation period may apply for a new review if they meet specific conditions. Interested parties may also apply for an interim review during the imposition of anti-dumping duties.
Dispute Resolution
Any party dissatisfied with the final determination or the imposition of anti-dumping duties may pursue administrative reconsideration or file a lawsuit in accordance with the law.

He stated that the decision was based on a petition from the domestic industry and comprehensive verification of dumping, injury, and the causal link between them, conducted in compliance with relevant laws and WTO provisions Global Times.
