Ireland Must Act Now to Avoid Costly Climate Failure
The Climate Change Advisory Council (CCAC) has issued a stark warning: Ireland’s progress on climate action is insufficient to meet national and EU obligations. While greenhouse gas emissions decreased in most sectors last year, the pace of change is simply not fast enough.
The Price of Inaction
The CCAC estimates that failing to achieve Ireland’s 2030 climate targets could result in a staggering €8 billion cost. This financial burden could be diverted from vital public services, highlighting the urgency for immediate and decisive action across all sectors to transition away from fossil fuels.
Key Recommendations from the CCAC
The CCAC has published seven reports this year analyzing the climate performance of various economic sectors. Today’s comprehensive review synthesizes these findings and outlines essential steps for Ireland to meet its climate goals. These recommendations include:
- Boosting Support for Green Technologies: The CCAC urges the government to significantly increase financial assistance for households, businesses, and communities adopting electric vehicles, heat pumps, and home insulation. Addressing the high costs associated with these transitions is crucial to encourage widespread adoption.
- Ending Fossil Fuel Subsidies: The CCAC calls for the elimination of government subsidies for fossil fuels, including differential tax rates on petrol and diesel, VAT and excise duty rebates for diesel-using businesses, and exemptions for aviation fuel. This phase-out must be progressive and well-timed, ensuring adequate protections and financial support for vulnerable individuals and businesses.
- Strengthening National Planning Framework: The CCAC emphasizes the need for the new National Planning Framework to be fully implemented by the end of the year. This framework will play a vital role in supporting the expansion of renewable energy infrastructure, reducing emissions from new buildings and the transportation sector, and promoting sustainable development.
- Completing the Land Use Review: The CCAC stresses the importance of finalizing the Land Use Review and developing a detailed implementation plan to achieve necessary reductions in agricultural emissions. This plan will also contribute to the development of a diverse bioeconomy and essential ecosystem services.

“We have the opportunity, now, to transform our society to a modern, climate resilient, biodiversity rich, environmentally sustainable and climate neutral economy or else pay the price of not meeting our commitments,” said Marie Donnelly, Chair of the Climate Change Advisory Council. “It is better to make the investments now for households, communities and businesses, rather than paying a large fine in a few years.”
