Cuban Forces Kill Four on Speedboat, Sparking Diplomatic Tensions

Cuban border troops fatally shot four people aboard a Florida-registered speedboat on Wednesday, February 25, 2026, after a shootout near the island’s coast. The incident, occurring approximately 100 miles from Florida in Falcones Cay, Villa Clara Province, has ignited tensions between Cuba and the United States, prompting investigations from both countries.

Confrontation and Casualties

According to the Cuban Interior Ministry, border guards approached the speedboat after it entered Cuban territorial waters. A passenger on the boat allegedly opened fire on the Cuban vessel, wounding its commander. Cuban forces returned fire, resulting in the deaths of four individuals and injuries to six others. The wounded are receiving medical attention.

The Cuban Interior Ministry clarified that the passengers were Cuban residents of the United States and were armed with assault rifles, handguns and Molotov cocktails. They also stated that preliminary investigations suggest the group intended to carry out a “terrorist infiltration.” Two of the six detainees were previously wanted in Cuba on suspicion of terrorism-related activities.

US Response and Investigation

U.S. Secretary of State Marco Rubio stated that the operation was not a U.S. Government operation and that no U.S. Personnel were involved. He indicated that the U.S. Embassy in Havana would independently verify the details of the incident. “We’re not going to base our conclusions on what they’ve [Cuba] told us, and I’m highly, very confident that we will understand the full story of what happened here,” Rubio said while in St. Kitts and Nevis. Florida’s Attorney General James Uthmeier has ordered an investigation, stating, “The Cuban government cannot be trusted, and we will do everything in our power to hold these communists accountable.” CNN

Previous Incidents and Regional Context

This incident echoes past confrontations in the region. In 2022, Cuban officials reported firing upon a trafficking boat, resulting in one fatality. Survivors of another incident in October 2022 claimed their boat was rammed by the Cuban coast guard, leading to the deaths of seven migrants, including a two-year-old child. Al Jazeera

The current situation also recalls the 1996 shooting down of two planes belonging to Brothers to the Rescue, a Cuban exile group, by the Cuban air force, which resulted in four deaths and a subsequent tightening of U.S. Sanctions against Cuba through the Helms-Burton Act.

US-Cuba Relations and Humanitarian Aid

Tensions between the U.S. And Cuba have been heightened since January, following a U.S. Operation targeting Venezuelan President Nicolás Maduro, a key ally of Cuba. The U.S. Has restricted Cuba’s access to Venezuelan oil, exacerbating an existing energy crisis on the island.

In response to the crisis, the U.S. Treasury Department recently announced it would allow the resale of Venezuelan oil to Cuba, aiming to improve living conditions and support independent economic activity. Mexico and Canada have also provided humanitarian aid, with Canada pledging US $6.7 million in food aid through the UN. Al Jazeera

Ongoing Investigations

Investigations are ongoing by both Cuban and U.S. Authorities to determine the full circumstances surrounding the incident and to assess the implications for future relations between the two countries. The identities of the three remaining deceased individuals are still being confirmed.
