Europe’s AI Ambition: Building Sovereign Systems to Challenge US Dominance
Europe is accelerating its efforts to build independent artificial intelligence (AI) capabilities, aiming to reduce reliance on American Big Tech and establish itself as a global AI powerhouse. This push for “sovereign AI” – the ability to develop, host, deploy, and govern AI systems within national borders – comes as concerns grow over data privacy, technological dependence, and the concentration of AI power in the hands of a few US companies.
The Drive for AI Sovereignty
The European Parliament recognized in a June report that the bloc is “currently heavily dependent on foreign technologies,” particularly those from the United States. This dependence is seen as a hindrance to fostering European tech champions and maintaining control over critical infrastructure. A recent $500 billion (€432.9 billion) investment in AI by the US further underscores the need for Europe to bolster its own capabilities Euronews.

Germany: SOOFI – Open Source Foundation Models
Germany has launched the Sovereign Open Source Foundation Models (SOOFI) initiative. This project aims to create a fundamental, open-source AI model that can be adapted by companies developing AI products. The German government envisions the technology being used for complex tasks, such as controlling AI-powered robots Euronews.
France: A Hub for AI Giants
France has positioned itself as a key location for AI research and decision-making centers for major tech companies, including Alphabet (Google), DeepMind, Meta, OpenAI, Cisco, Criteo, Fujitsu, HPE, IBM, Intel, Microsoft, Samsung, SAP, and Uber Élysée. Paris is as well competing with London to turn into Europe’s leading AI hotspot Financial Times.
