Bundesliga Rebrands, Introduces U21 League and Financial Regulations
In a significant restructuring, the German Football League (DFL) will officially change its name to Bundesliga, effective the 2026/27 season. This decision, made unanimously by the 36 first and second division clubs, aims to strengthen the league’s brand recognition globally and clarify its responsibilities in relation to the German Football Association (DFB) .
Name Change and Brand Alignment
For 25 years, the league has operated under the DFL name. The shift to Bundesliga aligns the league association and organization with the competition’s established brand identity. This move mirrors a common practice in European football, where leagues often share a name with their competition.
New U21 Competition
Alongside the rebranding, the Bundesliga will introduce a new U21 competition designed to foster young talent. This voluntary league will complement the existing system without creating separate second teams. The competition will feature players transitioning from the U17 to U21 age groups, with each team allowed up to four players over that age range.
Matches in the U21 league will be played behind closed doors to minimize logistical complexities. Further initiatives to improve youth development are planned for the future.
Squad Cost Regulations
To ensure financial stability, the Bundesliga will implement a new squad cost rule starting in 2026/27, fully implemented by 2028/29. This regulation limits squad costs to 70% of a club’s revenue, mirroring the financial regulations used in UEFA’s international club competitions.

League president Hans-Joachim Watzke praised the existing licensing and financial system but emphasized the need for tighter regulations. DFL managing director Marc Lenz described the new measures as “an important step that makes sense for all clubs to ensure future viability and financial stability.”
