Egypt on High Alert as Severe Weather Impacts Governorates

Egypt’s governorates are on high alert as the Ministry of Local Development responds to unstable weather conditions and varying rainfall intensity across the country. Minister Manal Awad monitored the situation from the National Emergency and Public Safety Network operations centre in the New Administrative Capital, coordinating with governors to mitigate the impact of the adverse weather.

National Emergency Response

Minister Awad held video conferences with governors to review implemented measures in response to the unstable weather, according to a statement released by the Ministry of Local Development [1]. Local units have been fully mobilized, with field teams deployed to address water accumulation on main and secondary roads, streets, and public squares. Designated operational zones have been established for governors and executive teams, alongside defined survey routes to ensure rapid assessment and intervention.

Port Closures and Traffic Management

The ports of Burullus Port and Hurghada Port were temporarily closed due to adverse weather conditions, with operations expected to resume once conditions improve [1]. Authorities are working in coordination with water and sanitation companies to drain accumulated water and maintain traffic flow.

Ministerial Directives and Coordination

Awad directed officials to increase the deployment of water-pumping vehicles, particularly in coastal areas, and to maintain readiness for emergencies. She emphasized the importance of coordination between governorates to ensure resource availability and the continuity of essential services, including water, electricity, and sanitation [1]. Enhanced monitoring mechanisms have been activated following recommendations from Head of the Administration Sector within the Ministry of Local Development, Saeed Helmy.

Ongoing Development and Administrative Updates

The Ministry of Local Development continues to update organizational structures at all levels, from the general office to governorates, centres, cities, and neighbourhoods, in cooperation with the Central Agency for Organisation and Administration (CAOA) [2]. This initiative aims to establish a structured entity at the village level to support the “Haya Karima” (Decent Life) presidential initiative. Minister Awad, who also serves as the acting Minister of Environment, highlighted the focus on clarifying roles, integrating specializations, and improving service delivery to citizens [2].

Ministerial Appointments and Operations

Dr. Manal Awad assumed her role as Minister of Local Development on July 7, 2024, following her constitutional oath before President Abdel Fattah el-Sisi [1]. She is currently overseeing operations from the ministry’s headquarters in the New Administrative Capital and recently met with the Chairman of the Financial Regulatory Authority (FRA), Dr. Mohamed Farid, to discuss boosting non-traditional financing mechanisms [4].

The Ministry of Local Development urges citizens to exercise caution during rainfall, avoid standing under trees or near electricity poles, and limit movement on roads while driving carefully [1].
