The City of Frankfurt is currently operating an energy-efficiency initiative titled "Frankfurt spart Strom," which provides free, energy-efficient household appliances to low-income residents. Despite allocating four million euros to the program, the city has utilized only a small fraction of the budget as of July 2026. According to the Frankfurt Social Services Department, the primary obstacle in reaching eligible households is difficulty establishing initial contact, often due to residents not answering calls from unknown numbers.
Project Scope and Financial Status
The "Frankfurt spart Strom" program aims to reduce energy costs for households receiving social benefits, such as Bürgergeld, housing subsidies, or asylum seeker benefits. The city funds the entire cost of replacing old, energy-intensive appliances, including the removal of old units and the professional installation of new ones.

Data from the Social Services Department indicates that while the project has been active for six months, the majority of the four-million-euro fund remains available. As of June 30, 2026, the city had received over a thousand applications and successfully replaced 524 appliances. An additional 187 households have confirmed appointments for equipment checks.
Challenges in Outreach and Communication
A significant portion of the program’s slow uptake is attributed to communication barriers. The Social Services Department reported that 251 households could not be reached, despite repeated attempts.
According to Sascha Rach, a case worker for the city, the issue is not a lack of interest from applicants but rather a reluctance to answer telephone calls from unfamiliar numbers. The city typically coordinates these exchanges through the Caritas energy counseling service. When phone contact fails, the department attempts to reach residents via mail, requesting a callback to proceed with the appliance replacement.
Eligibility and Equipment Criteria
The program targets specific hardware that contributes to high electricity consumption. To qualify for a replacement, residents must present a Frankfurt-Pass or a valid notice of approval for social benefits.
Eligible appliances include:
- Refrigerators and Fridge-Freezer Combinations: Must be older than ten years or fail to meet at least energy efficiency class D.
- Stoves and Washing Machines: Subject to the same age or efficiency criteria.
- Dishwashers: Available specifically for households with at least three children.
The project is scheduled to run for another six months. City officials maintain that the program is unique in Germany because it covers the full lifecycle of the appliance replacement—from procurement to installation—without placing a financial burden on the recipient.
