Google Maps Gains Conditional Approval for High-Precision Korean Maps

After a lengthy review process, South Korean authorities have granted conditional approval for Google to export and utilize high-precision maps of the country. The decision, announced on February 27, 2026, marks a significant step forward for Google Maps in South Korea, but comes with stringent security measures designed to protect national interests.

Background and Initial Concerns

In February of last year, Google applied for permission to export 1:5000 scale high-precision maps of South Korea. This request triggered a review by the ‘Surveyability and Overseas Export Consultative Group,’ comprising representatives from the Ministry of Land, Infrastructure and Transport and the National Geographic Information Institute. Initial concerns centered around national security, specifically the potential exposure of military and security facilities, as well as coordinate data.

Security Conditions for Approval

Following technical supplementation requests from the consultative body in November, Google submitted a revised application on February 5th. The subsequent review led to a conditional approval based on several key security stipulations:

  • Security Processing: Satellite and aerial photos must undergo security processing to obscure military and security facilities. This processing will also be applied to historical time series images and Street View data.
  • Coordinate Masking: Coordinate markings on domestic territory will be removed or limited in their exposure.
  • Domestic Server Processing: Map data can only be exported if processed on a domestic server operated by Google Korea, with government review and confirmation.
  • Data Scope Limitation: The exported data is limited to basic base maps and transportation networks (roads), excluding sensitive information like contours.
  • Rapid Modification Protocol: A procedure will be established for quickly modifying maps on the domestic server at the government’s request in the event of changes to military or security facilities.
  • Security Framework & Emergency Measures: A ‘security incident prevention and response framework’ must be established in consultation with the government, including technical measures for emergency response.
  • Dedicated Liaison Officer: Google Korea will station a dedicated maps officer to maintain communication with the government.

Government Oversight and Ongoing Monitoring

The government has stated that the actual data export will only proceed after verifying full compliance with these conditions. The approval is also contingent on continuous fulfillment of these requirements, with the possibility of suspension or revocation if conditions are not met. The consultative body emphasized that this decision balances national security concerns with the potential benefits of improved map services, including promoting tourism and fostering economic growth.

Google’s Response

Google has welcomed the conditional approval. Chris Turner, vice president of Google’s external cooperation policy, knowledge and information division, expressed enthusiasm for showcasing the capabilities of Google Maps in South Korea, highlighting the country’s technological leadership. Google has indicated it will develop a specific plan to implement the service in accordance with the government’s stipulations.

Future Outlook

This approval represents a significant milestone for Google in the South Korean market. The government has also recommended a joint initiative to promote the spatial information industry, including the development of 3D high-precision spatial information and spatial artificial intelligence technologies.
