Indonesia Allocates $609 Million for Sumatra Disaster Recovery

The Indonesian government is providing an additional Rp10.65 trillion (approximately $609 million USD) in regional transfers to support recovery efforts in the Sumatran provinces of Aceh, North Sumatra, and West Sumatra following recent disasters. The funds, distributed in stages through April 2026, aim to aid both directly affected regions and those experiencing decreased regional transfers in the 2026 fiscal year.

Financial Aid Details

The Ministry of Finance began disbursing the additional funds at the end of February 2026, with an initial transfer of Rp4.39 trillion ($251 million USD) to 67 regions. The total allocation will be distributed in three phases: 40% in February, 30% in March, and 30% in April Tempo.

This additional funding is comprised of extra general allocation funds (DAU), profit-sharing funds (DBH), and special autonomy funds. The initiative seeks to supplement existing central government funding for emergency response, rehabilitation, and reconstruction ANTARA.

Relaxation of Financial Regulations

Finance Minister Purbaya Yudhi Sadewa has implemented measures to ease financial burdens on disaster-affected areas. These include unconditional distribution and employ of earmarked funds for disaster management and recovery, and relaxed loan obligations for the National Economic Recovery (PEN) program ANTARA.

Specifically, the PEN loan relaxation offers:

  • Postponement of principal and/or interest payments during the post-disaster period.
  • Extension of loan terms up to 15 years.
  • Conditional write-off of remaining loans for infrastructure severely damaged (over 70% damage) by floods or landslides.

As of February 2026, four regional governments in Sumatra have utilized these PEN loan relaxation measures ANTARA.

Regional Financial Status

Prior to the additional transfers, regional financial conditions were already considered sufficient for initial disaster management efforts. Aceh had Rp3.5 trillion, North Sumatra Rp1.4 trillion, and West Sumatra Rp1.8 trillion available Tempo.

Total transfers to the three provinces reached Rp13 trillion as of February 17, 2026, exceeding the Rp10.78 trillion recorded during the same period in the previous year Tempo.
