Indonesia Strengthens Merit System to Combat Corruption in Civil Service
Jakarta – The Indonesian government is intensifying efforts to cleanse the State Civil Apparatus (ASN) of corruption, collusion, and nepotism (KKN) through the implementation of a strengthened merit system. A key component of this initiative is the recently issued Regulation of the Minister of PANRB (PermenPANRB) Number 19 of 2025 concerning the Implementation of the Merit System in ASN Management, effective December 31, 2025.
New Regulations Aim for Integrity and Professionalism
According to Deputy Minister of PANRB Purwadi Arianto, the regulation aims to ensure a civil service characterized by integrity, professionalism, neutrality, and freedom from KKN practices. “This Ministerial Regulation was established to ensure the realization of a State Civil Apparatus (ASN) that has integrity, professionalism, neutrality, is free from corruption, collusion, nepotism (KKN), and is able to carry out public policies and services effectively,” stated Arianto.
Five Key Pillars of the Strengthened Merit System
The implementation of the merit system will be refined through five core strategies:
- Strengthening Eight Key Aspects: A comprehensive approach to all stages of ASN management, including needs planning, talent management, performance management, competency development, work culture, recognition, disciplinary measures, and digitalization.
- Holistic Maturity Measurement: Evaluating the merit system based on availability, quality, and utilization.
- Objective Indexing: Utilizing survey instruments to assess ASN satisfaction and engagement, coupled with correction factors, to ensure a more accurate merit system index.
- Talent Management Integration: Strongly integrating the merit system with talent management for position filling, career development, and succession planning.
- Digitalization and Oversight: Supporting the merit system through digitalization of ASN management and enhanced oversight.
Alignment with National Development Goals
The strengthening of the merit system is aligned with President Prabowo Subianto’s framework for the Grand Design for National Bureaucratic Reform (DBRBN) 2025-2045, which envisions a World Class Bureaucracy by 2045. This vision emphasizes a collaborative, capable, and integrity-driven bureaucracy to support Indonesia’s development goals.
Asta Cita and Talent Management
The Head of the State Civil Service Agency (BKN), Arief Fakrulloh, emphasized the importance of aligning ASN placement with the President’s Asta Cita (eight priorities) and organizational objectives. According to reports, this includes selecting officials based on potential, competence, and track record to achieve regional and national goals.
BKN has been strengthening talent management programs since last year, in line with Decree of the Head of BKN Number 411 of 2025, requiring all government agencies to utilize the ASN Talent Management Service information system by January 1, 2026.
Looking Ahead
The government aims for all government agencies to achieve a leading category in the Merit System Index by 2045, establishing the merit system as the foundation for a high-quality, nationally impactful civil service.
