Rural Educational Territories Initiative Launched in Lozère, France
On February 19th, the communes of Bédouès-Cocurès, Florac-Trois-Rivières, and Ispagnac signed the Territoires éducatifs ruraux (TER) convention, a national initiative aimed at improving educational outcomes for young people in rural areas of Lozère, France. The program is spearheaded by the academic inspection department.
Addressing Challenges in Rural Education
The Gorges Causses Cévennes community of communes, where these municipalities are located, is characterized by its vast size and low population density. This presents specific challenges, including dispersed housing, limited access to services and opportunities, and reduced mobility for residents.
Understanding the Socioeconomic Context
According to data from the Direction des Services Départementaux de l’Éducation Nationale (DSDEN) 48, the area’s average Social Position Index (IPS) is 106.6, comparable to the departmental average. The IPS considers residents’ educational attainment, employment status, and living conditions. However, some communes within the territory remain more vulnerable.
The TER Model: A Rural Equivalent to Urban Educational Cities
The TER initiative, mirroring the urban “cités éducatives” model, brings together schools, colleges, municipalities, the departmental government, the Family Allowance Fund (CAF), the Regional Health Agency (ARS), childcare facilities, after-school programs, and local associations. These partners collaborate to develop a territorial project centered around three key priorities: guidance and ambition, health and well-being, and culture.
Funding and Implementation
The convention provides a total of €30,000 over three years. This funding, distributed across the four schools and one college in the sector—serving approximately 500 students—equates to €60 per student. The funds will be used to finance concrete actions aimed at improving pedagogical and educational support.
Objectives and Collaboration
The primary goal of the TER is to strengthen educational partnerships, enhance the value of rural schools, and provide young people with every opportunity to build their futures. This will be achieved through a strong network of cooperation among territorial stakeholders, driven by the Education Nationale.
