Panama Ratifies Beijing Convention on Judicial Sale of Ships

Vienna, Austria – On March 23, 2026, Panama officially ratified the United Nations Convention on the International Effects of Judicial Sales of Ships, commonly known as the Beijing Convention on the Judicial Sale of Ships.

Significance of Ratification

The ratification, which took effect on March 19, 2026, will see the Convention enter into force for Panama on September 15, 2026. Panama’s participation is particularly noteworthy due to the substantial size of its ship registry. This makes Panama the fourth State party to the Convention, which initially came into force on February 17, 2026.

About the Beijing Convention

Adopted by the United Nations General Assembly on December 7, 2022, the Beijing Convention was prepared by UNCITRAL (the United Nations Commission on International Trade Law). It aims to establish a unified, international framework for recognizing judicial sales of ships, while respecting existing national laws regarding the procedures of these sales and the conditions for establishing clear ownership.

The Convention is designed to enhance legal certainty regarding the ownership of ships sold through judicial proceedings as they operate internationally. This increased certainty is expected to maximize sale prices and the funds available to creditors, ultimately promoting international trade.

International Participation

The Convention is open to signature, ratification, acceptance, approval, or accession by both states and regional economic integration organizations. As of March 23, 2026, thirty-three states and one regional economic integration organization have signed the Convention.

UNCITRAL’s Role

UNCITRAL serves as the primary legal body within the United Nations system dedicated to international trade law. Its mandate focuses on removing legal barriers to international trade through the modernization and harmonization of trade laws. UNCITRAL develops legal texts covering areas such as international commercial dispute resolution, electronic commerce, insolvency, international payments, and transport law. The organization too provides legal and technical assistance to member states for law reform initiatives.
