Pekalongan Regent Fadia Arafiq Accused of Favoring Family Company in Procurement

Jakarta, Indonesia – The Corruption Eradication Commission (KPK) has named Pekalongan Regent Fadia Arafiq as a suspect in a corruption case involving the procurement of goods and services in Pekalongan Regency. The allegations center around the involvement of a company owned by her husband and son in securing contracts with the local government.

Family-Owned Company at the Center of the Investigation

According to KPK Deputy for Enforcement and Execution Asep Guntur Rahayu, Fadia Arafiq’s husband, Mukhtaruddin Ashraff Abu, serves as the commissioner of PT Raja Nusantara Berjaya (RNB), while her son, Muhammad Sabiq Ashraff, was a director of the company from 2022 to 2024. PT RNB is a service provider that actively participated in the procurement of goods and services for the Pekalongan Regency Government.

The company was established approximately one year after Fadia Arafiq assumed office in 2021, during her first term as regent Kompas TV.

Allegations of Intervention and Conflict of Interest

Asep Guntur Rahayu stated that Fadia Arafiq is suspected of intervening with department heads to ensure that PT RNB won outsourcing service procurement projects in various departments, districts, and regional general hospitals within Pekalongan Regency. This intervention created an unavoidable conflict of interest, as Fadia Arafiq directly benefited from the success of her family’s company.

While acknowledging that there is no legal prohibition against regional heads and their families owning companies, the KPK emphasized that involvement in government projects presents a significant problem.

Dominance in Procurement Projects

In 2025, PT RNB reportedly dominated goods and services procurement projects in the Pekalongan Regency Government, securing contracts with 17 regional apparatuses, three regional hospitals, and one sub-district.

Legal Charges

Fadia Arafiq is suspected of violating Article 12 letter i and Article 12 B of Republic of Indonesia Law Number 31 of 1999 concerning the Eradication of Corruption Crimes, as amended by Republic of Indonesia Law Number 20 of 2001, in conjunction with Article 127 paragraph (1) of Law Number 1 of 2023 concerning the Criminal Code Kompas TV.
