Balcázar’s Background and Election

José María Balcázar Zelada, an 83-year-old former judge and member of the leftist Perú Libre party, secured the presidency after defeating three other candidates.3 He was sworn in shortly after the vote by the president of the Congress, Fernando Rospigliosi.1 Balcázar previously served as a magistrate and vocal supremo provisional of the Peruvian Supreme Court of Justice, and entered Congress in 2021 representing Lambayeque.3

Political Context and Recent Removals

The frequent changes in Peru’s leadership reflect a deep political crisis, fueled by a lack of consistent legislative majorities. Lawmakers have increasingly invoked a constitutional article concerning “permanent moral incapacity” to remove sitting presidents.2 Congress had previously removed conservative interim President José Jerí after just four months in office.2 Jerí’s removal followed allegations regarding undisclosed meetings with Chinese business owners, including a state contractor.2

Prior to Jerí, Pedro Castillo and Dina Boluarte were also impeached and removed from office by the current Congress, which assumed its term in 2021.2

Upcoming Elections and Key Priorities

Balcázar will serve as interim president for approximately five months, until the winner of the upcoming elections assumes office.2 Peruvians will head to the polls on April 12, 2026, to elect a new president, and legislature.2 A runoff election will be held in June if no presidential candidate secures more than 50% of the vote.
