Driving Test Cancellations in Ireland Drop as Insurance Verification Issues Resolve
The Road Safety Authority (RSA) is working to accommodate those affected by recent cancellations of driving tests due to issues with insurance documentation. More than 1,200 tests, representing 11 percent of scheduled tests, were cancelled over the last two weeks due to learner drivers being unable to provide proof of insurance for the vehicle being used for the test.
The requirement for proof of insurance was introduced on March 9th, 2026, following an agreement reached to resolve a dispute between the RSA and Fórsa, the trade union representing driving testers.
Background to the Dispute
Fórsa had raised concerns that driving testers were not fully covered by the State Claims Agency while conducting tests, particularly when tests were performed in vehicles without valid insurance. The RSA addressed these concerns by confirming that testers are fully insured by the Motor Insurers’ Bureau of Ireland (MIBI) even when conducting tests in vehicles where the learner driver may not have insurance.
Brendan Walsh, Chief Operations Officer of the RSA, stated that the RSA is actively working to reschedule tests for those who were previously turned away, with some appointments being offered within as little as two days.
Current Requirements for Driving Tests
Learner drivers are now required to confirm they are insured when booking their driving test and must present either a paper copy or a digital copy of their insurance documentation on the day of the test. They must similarly have a valid insurance disc displayed in the vehicle’s window.
The RSA emphasizes that it continues to collaborate with Fórsa and has received confirmation from MIBI regarding the comprehensive insurance coverage for its staff.
