Seoul to Launch High-Speed Information Network for Han River Parks
Seoul City is set to dramatically improve connectivity at its popular Han River parks with the construction of a new ‘Hangang Park Self-Information and Communication Network.’ The project, announced by the Future Hangang Headquarters on March 1, 2026, aims to provide significantly faster internet speeds and enhanced security features across the park system.
Network Infrastructure and Timeline
The city plans to invest 4 billion won to lay 145 kilometers of optical cables and establish a comprehensive network encompassing Wi-Fi, CCTV, administrative systems, and parking lot management. Construction will be rolled out in two phases: the first phase, beginning this year, will focus on eight key locations – headquarters, Ttukseom, Gwangnaru, Jamsil, Jamsil Underwater Weir, Jamwon, Banpo, and Ichon. Six additional locations – Yeouido, Yanghwa, Gangseo, Singok Underwater Weir, Nanji, and Mangwon – will be added in the second phase next year.
Significant Speed Improvements
The new network promises a substantial increase in internet speeds, jumping from the current 50Mbps to 10Gbps. This translates to downloading a high-definition movie in approximately 30 seconds. Real-time video transmission for CCTV systems will also see a major upgrade, increasing from 100Mbps to 40Gbps.
Addressing Past Connectivity Issues
The initiative addresses long-standing issues with sluggish Wi-Fi speeds at Han River parks. Previously, private telecommunication companies were hesitant to invest in infrastructure due to the transient nature of park visitors. The city had been relying on a leased private network, which proved costly (1.2 billion won annually) and unreliable, with frequent interruptions and quality degradation.
Cost Savings and Potential Revenue
Seoul officials estimate that establishing the city-owned network will result in at least 4.8 billion won in savings over the next 10 years by eliminating annual rental fees paid to private companies. The city anticipates potential revenue generation through future leasing opportunities to telecommunication providers. The project also reflects a growing emphasis on security within the city’s infrastructure.
Future Hangang Project
This network upgrade is part of a broader initiative by the Seoul Metropolitan Government to transform the Han River into a vibrant “lifestyle platform” for citizens. Joo Yong-tae, head of the Future Hangang Project Headquarters, has outlined plans to emphasize different themes each season, including art, culture, health, and well-being. The city is also focused on improving access to Han River Park, expanding walking and access facilities to ensure that all citizens can reach the park within a 10-minute walk.
The Seoul Metropolitan Government is also working on fully resuming Hangang Bus operations across all sections in January next year, creating a safer water-based transportation environment. Park Jin-young, head of the Future Hangang Headquarters, stated this commitment.
