South Korea Cracks Down on Soaring School Uniform Costs
Seoul is taking aim at rising school uniform prices, a burden increasingly described as a “backbreaker” for Korean parents. The government is launching a comprehensive review of the market, seeking to address costs that have climbed to approximately 600,000 won (around $430 USD) per set.
Government Intervention
President Lee Jae-myung recently ordered officials to investigate the justification for the high cost of school uniforms. This directive has led to the formation of a cross-ministerial consultative body, including representatives from the Ministry of Education, Ministry of Finance and Economy, Budget Planning Office, Ministry of SMEs and Startups, and Fair Trade Commission . The body will examine pricing structures, purchasing methods, and overall market competition.
Factors Driving Up Costs
Education Minister Choi Kyo-jin identified several factors contributing to the high prices, including an increasing number of required items, varied school designs, the employ of imported materials, and complex distribution channels . The require to purchase both formal uniforms and sportswear or casual wear adds to the financial strain on families.
Concerns Over Unfair Practices
The government plans to investigate potential collusion among uniform suppliers and address any unfair practices. Current regulations limit the price ceiling for basic uniforms to 344,530 won, but the total cost often exceeds this due to the need for additional items . In some regions, the cost of both winter and summer uniforms for middle school students has reached 608,000 won, surpassing available subsidies.
Re-evaluating Uniform Requirements
Minister Choi Kyo-jin also raised the question of whether formal school uniforms are truly necessary, acknowledging the discomfort students may experience wearing them throughout the school day . The Ministry of Education will consider alternatives and explore options for a more practical and reasonable school uniform culture.
First Joint Meeting Scheduled
The first joint meeting of the relevant ministries is scheduled for February 20th to discuss improvements to the school uniform system and address concerns about pricing and potential collusion .
President Lee’s Initial Concerns
The government’s action follows President Lee Jae-myung’s statement on February 12th, noting that uniform costs had risen to around 600,000 won and were causing significant financial hardship for parents . He called for a review of pricing practices and urged consideration of alternative solutions, such as cooperative production models to support domestic jobs and utilize locally sourced materials.
