Dublin Tech Recruitment Agency Appointed to Provisional Liquidation

The High Court has appointed provisional liquidators to Allen Recruitment Consulting Ltd., a Dublin-based recruitment agency specializing in placing tech sector professionals.

Mr. Justice Mark Sanfey named Declan Clancy of Status Corporate Advisory and Barry Forrest of Forrest & Company as provisional liquidators. The move follows an application from barrister Ross Gorman on behalf of the company, whose directors are Brian Cunningham and Louise Allen.

Company Background and Growth

Established in 2000, Allen Recruitment has a history of steady growth. The company focuses on providing temporary and contract staff to multinational firms, primarily those within the technology industry.

Reportedly, Allen Recruitment maintained profitability until 2019 while showcasing modest growth. However, the pandemic sparked rapid expansion, seeing the firm place over 600 people in temporary roles and expanding its Dublin office staff to 70.

Challenges and Decline

Despite reaching a peak agency staff of 355 in March 2022, demand began to decline, marking the start of financial strain. The company had accumulated significant debt with Revenue, currently estimated at €5 million. (Note**: This figure should be confirmed by an official source).

Recent expansion into seven European countries, financing office space and local employees, proved unsuccessful, with loans used for this expansion unretrievable.

Efforts to restructure the business, including cost-cutting and staff reductions, failed to reverse the downward trend. Allen Recruitment also entered into an instalment arrangement in 2024 to repay the substantial Revenue debt.

Insolvency and Liquidation

Faced with insolvency, Allen Recruitment projected an inability to pay November salaries to its agency staff. Given the two-month lag between agency staff completion and Allen Recruitment receiving payment from clients, this presented a significant challenge.

Clients were expected to terminate contracts if non-payment occurred, further jeopardizing Allen Recruitment’s ability to operate.

To protect the interests of stakeholders, including agency workers, the directors applied for provisional liquidation. They are actively working to ensure agency staff transition to other agencies and continue working for clients.

Next Steps

The directors believe a controlled wind down, coupled with the expected payment of €1.2 million from outstanding client invoices, offers the best chance for a positive outcome even in liquidation.

Mr. Justice Sanfey indicated that a further court appearance may be necessary later this month.
