In it Government they assume that the negotiation they are facing and have to face with the nationalists requires “discretion”, but also deadlines, forms and staging. There they frame the appearance of Carles Puigdemont this Tuesday, in which he has put on the public table his demands to negotiate the investiture of Pedro Sánchez. Among other issues: abandonment of the judicial route, amnesty and a mediator. In the Moncloa They point out that “a world separates us” from nationalist approaches, “we are at the antipodes”, but they avoid criticizing and delving into the conditions raised by the fugitive from Justice.

“Now a time for dialogue and coexistence is opening up,” government sources state about the negotiation process with the independentistas and the steps that the Executive may be willing to take to obtain their support. In La Moncloa they hide behind the fact that now is the “moment of Feijóo” to avoid entering into the demands of Puigdemont, without clarifying even now if the amnesty fits into the Constitution or if it can be articulated in any way. But the truth is that the Government is exploring “formulas” on amnesty, to achieve penal relief for those involved in the 1-O.

“The measures adopted by the Government are always within the constitutional framework. That is what drives and determines us. We study all the scopes with the aim of guaranteeing coexistence in our society. Coexistence cannot be achieved outside the constitutional framework “, reasoned Fernando Grande-Marlaska, Minister of the Interior, after the meeting of the Council of Ministers.

The step is marked by Pedro Sánchez, who has already established his approach to “turn the page” in Catalonia and work for “coexistence”. Hence, when the members of the Government and the PSOE are expressly asked about the amnesty, they deliberately move into ambiguity. They avoid being clear. Nothing that could produce a snub or truncate the “discreet” contacts with the nationalists.

“We have a tool that is dialogue, a framework that is the Constitution and an objective that is coexistence”, is the answer given by Isabel Rodríguez, spokesperson for the Executive, when asked about Puigdemont’s demands and the fit they could have. “This way of working has given results and is supported by a majority of Catalans”, she continued, referring to the results in Catalonia on 23-J, where the socialists were the most voted. “The objective is to continue along the path of coexistence.”
