Hochul Demands $13.5 Billion Tariff Refund for New Yorkers

New York Governor Kathy Hochul is calling on the Trump Administration to refund an estimated $13.5 billion in tariff payments to New York residents following the Supreme Court’s recent decision overturning key aspects of President Trump’s import tariffs. The governor asserts that New York families have borne an estimated $1,751 per household in added costs due to these tariffs since their enactment last year.

Supreme Court Ruling and Refund Demand

The Supreme Court, in a 6-3 decision issued on February 20, 2026, ruled that President Trump’s use of the International Emergency Economic Powers Act (IEEPA) to impose broad tariffs was unlawful, finding that the act “does not authorize the President to impose tariffs.” Fox Business reports that Governor Hochul swiftly responded by demanding a full refund for New Yorkers.

“These senseless and illegal tariffs were just a tax on New York consumers, modest businesses and farmers — and that’s why I’m demanding a full refund,” Governor Hochul stated on Tuesday. According to the Governor’s office, she is committed to fighting for New Yorkers and ensuring that money is returned to their pockets.

Impact on New York Residents and Businesses

Estimates from the Yale Budget Lab indicate that the average New York household has paid approximately $1,751 in additional costs since the tariffs were implemented. Governor Hochul’s office highlights the detrimental effects on consumers, small businesses, and farmers across the state.

Recognizing the financial strain on New York’s agricultural sector, Governor Hochul proposed a $30 million tariff relief plan as part of her 2026 State of the State address. The plan aims to support farmers grappling with increased equipment and supply costs. Even with the Supreme Court’s ruling, many farmers have already experienced financial hardship due to higher costs for essential resources.

National Trend and Potential Refunds

Governor Hochul is not alone in seeking tariff refunds. Democratic governors Gavin Newsom of California and JB Pritzker of Illinois have also called for the return of tariff payments to their residents. Fox Business notes that several companies are also pursuing legal action to recover import tax payments.

While the Supreme Court’s majority opinion did not specifically address the issue of refunds, the possibility remains a subject of debate. As reported by Fox Business, it is currently unclear whether refunds will be issued and, if so, how they will be distributed.

Further Developments

Following the Supreme Court ruling, President Trump announced plans to implement a broad 10% tariff on global imports, with a potential increase to 15%. The New York Post reports that this move has prompted concerns from international partners, including the European Union.
