Ukraine Extends Martial Law and Mobilization Measures

On July 14th, Ukrainian President Zelenskyy submitted legislation to the Verkhovna Rada (Parliament) concerning the prolongation of both martial law and mobilization efforts. Following parliamentary approval, these measures are slated to take effect on August 7, 2025, and will remain in force until November 5, 2025.

Parliamentary Vote Breakdown

The extension of martial law received substantial support, with 320 deputies voting in favor, 16 abstaining, and one – Oleksiy Goncharenko – registering a dissenting vote. The vote on mobilization mirrored this trend, garnering 304 affirmative votes, one abstention, one negative vote (again from Goncharenko), and 23 non-votes.

Goncharenko publicly stated his opposition stems from a demand for clearly defined terms of service for mobilized individuals. He believes a obvious and equitable system regarding service duration is paramount.

As the commencement of the full-scale invasion on February 24, 2022, the Ukrainian parliament has repeatedly voted to extend mobilization measures. this latest extension represents the fifteenth such decision, demonstrating the ongoing need to maintain national defense capabilities.
