Dispute Erupts Over Rebuilding of Collapsed Wilhelmina Tower in Valkenburg

A disagreement has emerged regarding the future of the Wilhelmina Tower in Valkenburg, Netherlands, after the historic structure unexpectedly collapsed in March 2025. While the municipality initially expressed a desire to rebuild the tower, the owner, Paul Geenen, now states he was never consulted about reconstruction plans and intends to build a catering pavilion on the site.

Collapse and Initial Response

The 30-meter-high Wilhelmina Tower, a landmark in Valkenburg, collapsed in the early morning of March 16, 2025 . Fortunately, no injuries were reported. The cause of the collapse remains under investigation by the Dutch Safety Board . A compact seismic event was detected by the KNMI (Royal Netherlands Meteorological Institute) at 5:31 AM on the day of the collapse, but it was determined to be a result of the tower falling, not the cause .

Conflicting Visions for the Site

Mayor Daan Prevoo had previously announced plans to rebuild the tower, dubbed a “beacon of hope,” and raise funds through crowdfunding. However, the municipality announced on Saturday that the owner was not considering new construction . The municipality argues that, due to the extent of the damage, enforcing reconstruction under the Monuments Act is not possible.

Geenen disputes the municipality’s claims, stating he was never approached or informed about any alternative plans initiated by the mayor . He has submitted an application to build a temporary catering pavilion on the site for three years, intending to develop a new use for the land afterward.

Municipal Opposition and Future Prospects

Mayor Prevoo expressed frustration with Geenen’s plans, stating he is unwilling to finance a catering pavilion with public funds. He indicated that the municipality would be open to citizen-led initiatives to rebuild the tower at a different location, but cannot compel Geenen to participate in reconstruction .

Geenen maintains that rebuilding the tower is financially unfeasible and irresponsible .

Ongoing Investigation

The municipality filed a report against the owner for negligence in maintenance, but it remains uncertain whether poor maintenance caused the collapse. The investigation by the Dutch Safety Board is ongoing.
