Varna Mayor Blagomir Kotsev remains in custody, BNT reports. The fourth panel found evidence suggesting Kotsev’s participation in a criminal group involved in corruption crimes, and that if released, he could obstruct the investigation.
The decision is final and not subject to appeal. Judge Stefan Iliev stated there’s a reasonable assumption Kotsev committed the crimes he’s accused of, supported by Plamenka Dimitrova’s testimony, with no evidence to contradict it, according to BTA.
The court noted questioning of Varna Municipality employees and the requisition of documents passing through the mayor, explaining the urgency of the investigation following Kotsev’s charges. Judge Iliev also referenced testimony from Dian Ivanov, former deputy mayor of Varna, while acknowledging any witness could be re-questioned at the accused’s request.
While the court deemed the time Kotsev has spent in custody reasonable and the investigation on schedule, it cited the risk of further crimes due to his continued position as mayor and potential influence over the investigation.
Following the ruling, Judge Iliev urged the prosecutor’s office to question remaining individuals. the defense argued the definition misquoted testimony and that the prosecution is obligated to review all evidence,with a request to re-question Dian Ivanov already submitted with his contact data.
