German Parliament’s Corona Commission: A Comprehensive Review
More than five years after the global spread of the coronavirus, the German Bundestag has established a commission to comprehensively review the pandemic and its consequences. This initiative aims to learn from the experiences of the past and prepare for future health crises.
Establishment and Mandate
The German Parliament officially decided to establish an Enquete Commission to analyze the handling of the COVID-19 pandemic in Germany on July 10, 2025. The commission’s mandate is to gaze back at the pandemic and draw lessons for the future. A broad majority of parliamentarians supported the formation of the commission, including members of the Union, SPD, Greens and Left parties. The AfD voiced opposition and abstentions, advocating for a more rigorous investigation through a formal investigative committee.
Composition and Timeline
The commission is comprised of 14 members of the Bundestag and an equal number of external experts. It began its function in September 2025 and is scheduled to present a comprehensive final report by the end of June 2027. The goal is to create a transparent, fact-based overview of the pandemic, its causes, progression, and consequences, as well as the governmental measures taken in response.
Focus Areas
The Study Commission will take an interdisciplinary approach, drawing on research from healthcare, economics, education, social sciences, politics, international cooperation, and public communications. This holistic approach aims to identify areas for structural improvements in risk assessment, early detection, and crisis management for future pandemics. The commission will focus on recommendations for improved prevention, combating future health risks, and enhancing societal resilience.
