ASEAN Faces a Reboot: Navigating Geopolitical Tensions and a Changing World Order
October 29, 2024
SINGAPORE – The Association of Southeast Asian Nations (ASEAN) is facing mounting pressure to navigate a complex geopolitical landscape marked by the rivalry between the United States and China. Experts say the 10-member regional bloc may need a “reboot” to maintain its centrality and effectively address the growing challenges it faces.
The Dilemma of Choosing Sides
Cambodian Senior Minister Sok Siphana, speaking at a recent regional forum, highlighted the dilemma ASEAN faces in the face of escalating US-China tensions. “We will be asked to pick a side. And this dilemma is deeper than meets the eye,” he said, noting that the pressure to choose sides is particularly evident in areas like technology and supply chains.
A Multifaceted Challenge
The challenges facing ASEAN extend beyond the US-China rivalry. Territorial disputes, economic nationalism, increasing protectionism, conflicts in Europe and the Middle East, and the ongoing crisis in Myanmar all contribute to a complex and volatile environment.
Asean’s Balancing Act
Dr. Sok emphasized the importance of ASEAN’s “Asean way,” which values consensus and non-interference, in navigating these challenges. He praised the bloc’s success in promoting cooperation and trust despite the geopolitical competition. “We have managed to reframe this approach to the region into an opportunity to promote cooperation and trust,” he added.
The Need for a “Reboot”
However, Dr. Sok stressed the need for a “reboot” of ASEAN’s approach to ensure its continued relevance and effectiveness. He called for “thinking outside the box” and strengthening intra-grouping solidarity to maintain the strategic balance between major powers.
Strengthening Economic Integration
Former World Bank managing director Mari Pangestu, now Indonesian President Prabowo Subianto’s special envoy on trade, highlighted the importance of stronger economic integration within ASEAN. She urged the bloc to lead the way in areas such as trade, digital collaboration, and green energy.
Maintaining ASEAN Centrality
Dr. Sok emphasized that ASEAN’s centrality remains crucial to its role as the driving force behind regional relations and cooperation with external partners. He called on major powers to support ASEAN’s efforts and not undermine its role in the region.
A Call to Action
The future of ASEAN hinges on its ability to adapt to a rapidly changing world order. It requires a renewed commitment to cooperation, innovation, and a willingness to address the challenges head-on. The success of ASEAN in the years to come will have far-reaching implications for the stability and prosperity of the entire Indo-Pacific region.
