Reduced coefficients for land registration. For state forestry institutions and agricultural organizations that receive plots from unused lands of rural settlements, lower compensation coefficients for costs associated with registration have been established.

It was approved by the Government’s decree the program “Comfortable housing and favorable environment” for 2026-2030which is a key tool for the implementation of state policy in the field of housing and communal services and the formation of modern infrastructure. It is aimed at providing citizens with comfortable living conditions, creating a safe and comfortable environment for life, improving the quality of housing and communal services, as well as implementing quality of life standards.
According to the First Deputy Minister of Housing and Communal Economy of Belarus Andrei Becketthe goal of the state program is to increase the comfort of living in the regions, which in the current five-year plan will be achieved by increasing the level of well-being of the territories of settlements, restoring their technical and consumer qualities. The First Deputy Minister emphasized that the program defined new directions for the implementation of the “Clean Water” sub-program, which is a key instrument for the implementation of state policy in the field of water supply and drainage. The main objectives of this subprogram for the period 2021–2025 were to improve the quality of drinking water supplied to consumers, develop drinking water supply and drainage systems, increase their reliability, and improve the quality of wastewater treatment in water bodies.
The solution of these tasks was carried out through the implementation of measures for the construction of water desalination stations, the reconnection of settlements to the existing centralized water supply systems with drinking water, the construction of water intake wells, water supply and sewage networks, the replacement of water supply and drainage networks with over-standard operating periods, the construction (reconstruction) of treatment plants wastewater facilities.
Thanks to systematic work over the past five-year period, more than 1,000 water desalination stations, 93 water intake wells were built, 341 kilometers of new water supply networks and 249 kilometers of drainage (sewage) networks were built, 104 settlements were reconnected to existing centralized water supply systems with potable water, 2,347 kilometers of networks were replaced water supply and 865 kilometers of water drainage networks with above-standard operating periods, and more than 1,000 other measures aimed at providing the population with high-quality water were completed.
One of the large-scale projects implemented in the previous five-year plan is the transfer of the city of Minsk to water supply from underground sources.
The transfer of the Frunzensky and Moskovsky districts of the capital to underground sources of water supply was carried out due to the development (increasing the capacity) of the existing water intakes – “Vitskaushchyna”, “Astrovy”, “Felitianova” and the drilling of 87 wells, as well as thanks to the construction of the Shchomyslitsa pumping station, the construction of water supply networks with a total diameter of 160-1200 mm length of more than 114 kilometers. As a result, more than 800,000 residents of Minsk received artesian water.
The adopted measures made it possible to provide 100% of consumers with potable water by 2025, which means that 8.4 million people receive high-quality drinking water.
To improve the quality of wastewater treatment, the construction (reconstruction) of 55 wastewater treatment facilities was completed, including 15 facilities in the Brest region, 12 in Vitebsk, 1 in Gomel, 3 in Grodno, 15 in Minsk, and 9 in Mogilev.
In the current five-year plan, work in this direction will be continued, the main emphasis will be on expanding the population’s access to water supply and drainage services, increasing the efficiency of functioning of water supply and drainage systems, and the quality of wastewater treatment, Andrey Beketa is convinced.

As part of a round table on the topic “Innovations in the regulation of mobile Internet in the Republic of Belarus” in the House of Representatives, Nikita Klimovich, a consultant for the Department of Telecommunications and Radio Frequency Spectrum Regulation of the Ministry of Communications and Informatization, explained with a simple example why a limit on mobile Internet is being introduced in Belarus, the correspondent reports.

To better understand the goals of the resolution of the Ministry of Communications of December 22, 2025 No. 38, Nikita Klimovich briefly recalled the key aspects of the work done. “In accordance with the decisions of the President, the country is implementing an infrastructure model for the construction of a unified cellular communication network of 4G and 5G standards. The infrastructure operator is Belarusian Cloud Technologies LLC under the beCloud brand. The Council of Ministers, in agreement with the OAC, was instructed to determine the conditions for equal access of operators to the unified beCloud network. The result was Resolution of the Council of Ministers No. 540, which approved the provisions on the conditions for equal access of telecommunication operators to the unified network,” – he said.
The payment model for renting unified network resources has also changed: previously, operators rented beCloud base stations only in places that were more profitable in terms of traffic consumption, and now, by default, they use the entire network resource with mutual settlements based on subscriber traffic.
However, cheap unlimited tariffs and mobile Internet services have led to uncontrolled traffic consumption by individual subscribers – this amounts to thousands of gigabytes. This overloads the network and negatively impacts the quality of cellular service for most. “Imagine the situation: winter, cold, you are standing at a crowded bus stop and waiting for a bus. Everyone holds identical tickets for 1 ruble. The bus pulls up and a man comes forward with a bunch of bags, boxes and suitcases. He takes the whole place, the bus leaves, and you stay behind. You all paid for the service, but only one could use it,” – the consultant gave an analogy.
The purpose of Resolution No. 38 is to balance the load on cellular networks and enable all subscribers to comfortably use the mobile Internet. “Together with operators, we have developed approaches: on unlimited tariffs, the operator is obliged to provide 30 GB of traffic at maximum speed. After the limit is exhausted, the Internet continues at a speed of 1 Mbit/s or you can purchase additional GB or unlimited time,” – Nikita Klimovich explained.
Why exactly 30 GB and 1 Mbit/s? These values were determined jointly with operators based on official statistics – 30 GB is almost twice the average consumption. According to GSMA (the international association of operators), in 2030 in the CIS the average consumption will be 40 GB. “Also, the analysis for the month showed: 85% of subscribers in Belarus consume up to 30 GB (this is 1/3 of all traffic), and the remaining 15% – 2/3. So now 85% pay for 15%.” – he explained.
1 Mbit/s – a lot or a little? “The Ministry of Communications conducted a full-scale experiment for ONT: they installed an access point limited to 1 Mbit/s. The video call goes well, the picture does not blur, the site loads. It’s slow, but enough for instant messengers, news and communication without critical losses,” – the consultant noticed.
The correctness of the limits is confirmed by statistics: since December 22, 2025, the Ministry has received only 41 appeals under Resolution No. 38. “This means that the regulation will affect a small part of subscribers. If high speeds are needed after 30 GB, the decree allows operators to offer surcharges based on the “turbo button” principle. Log into your personal account or application and extend your unlimited limit with one click,” – Nikita Klimovich noted.
As a result, Resolution No. 38 will balance the load, improve the quality of services, help the operator identify points of traffic concentration and develop the optimal development of 4G and 5G networks. Operators will be able to maintain affordable tariffs while introducing advanced technologies, including in rural areas.
More details Nikita Klimovich focused on the key point: Resolution No. 38 is valid only for mobile operators. “Wired networks, including home Wi-Fi, are not affected. In addition, issues of lifting restrictions are not currently being considered. However, with the development of networks, the introduction of new technologies and increased consumption, the limits of 30 GB and 1 Mbit/s may be revised upward,” – he said.
Operators formulate offers taking into account the interests of subscribers, especially in rural areas. Everyone will be informed about the results no later than February 13 – 10 days before the document comes into force.
