Cambodia’s Funan Techno Canal: A Boon or Burden?

The Funan Techno Canal (FTC), a 180-kilometer-long, $1.7 billion megaproject funded by China under its Belt and Road Initiative (BRI), promises to transform Cambodia’s economic landscape. Connecting the capital, Phnom Penh, to a seaport in the Kep province, the canal aims to facilitate trade, boost tourism, and modernize Cambodia’s agricultural, mining, and industrial sectors.

The project, envisioned as a catalyst for Cambodia’s ambition to become a top 10 agricultural economy by 2030, also holds symbolic significance. By reducing reliance on Vietnam’s ports, it signifies Cambodia’s pursuit of greater strategic autonomy.

Funan Techno Canal: Environment Concerns

However, the FTC project isn’t without its critics. Vietnam, in particular, expresses concerns about the potential impact on its water security. Some Vietnamese experts warn that the canal could divert water during the dry season, leading to a significant reduction in available water resources in the Mekong Delta—a region heavily reliant on the Mekong River.

Giving voice to these concerns, Doan Khac Viet, the deputy spokesperson for the Vietnamese Foreign Ministry, announced Vietnam’s commitment to thoroughly investigate the project’s overall impact. While Cambodia insists that the FTC will not harm the environment, the project’s approach has raised eyebrows. By labeling it as a tributary project rather than a mainstream one, Cambodia bypassed the Mekong River Commission (MRC), a regional agreement aimed at managing transboundary water resources.

Some Vietnamese experts estimate that, in the worst-case scenario where the canal is used to divert water during the dry season, it could lead to a 30-50 percent reduction in available waters in the Mekong Delta, exacerbating the existing water crisis in the region.

Funan Techno Canal: Diplomatic Friction

Beyond environmental concerns, the FTC has also fueled diplomatic tensions. Cambodia’s adoption of “Funan” in the project’s name evokes the ancient Khmer kingdom considered more prosperous than its neighbors, reflecting a growing nationalistic sentiment and a desire for greater autonomy.
