New National Children’s Hospital Construction Back on Track

After years of delays and cost overruns, the new national children’s hospital in Dublin is finally moving towards completion. An updated construction programme was agreed upon for the first time in almost four years, paving the way for the project to be finished this summer, nearly six years behind the original 2020 target date.

Years of Challenges: From Delayed Construction to Contract Disputes

Construction began at the St James’s Hospital site back in 2016 after prolonged disagreements over the hospital’s location. The eight years that followed saw the project’s cost balloon from €987 million to €2.2 billion. Repeated delays were exacerbated by a deteriorating relationship between the builders, BAM, and the National Paediatric Hospital Development Board (NPHDB) overseeing the project.

Concerns escalated last summer when reports surfaced that the NPHDB was poised to penalize BAM for failing to provide a compliant construction program. The board threatened to withhold 15% of certified payments until they received a satisfactory program.

A confidential report released in December 2023, detailing concerns at the Department of Health, highlighted further issues with the program, warning that without a compliant plan, confidence in BAM’s projected completion date was unsustainable. The report also cited “construction quality” challenges and pointed out that BAM was blaming delays on “reflective ceiling panels” rather than acknowledging on-site resource issues and rectifying their own defects.

Breakthrough: Program Approved, Completion Date Set

Despite these challenges, a breakthrough finally occurred in early December 2024. An updated construction program, compliant with the contract, was agreed upon for the first time in nearly four years. The NPHDB confirmed that BAM’s program was deemed contract-compliant by the “employer’s representative,” who adjudicates on disputes.

BAM has committed to a substantial completion date of June 30th, 2025. Meanwhile, the NPHDB is continuing to work closely with BAM to ensure the project progresses smoothly and adheres to the original specifications.

Next Steps: Handover, Commissioning, and Staffing

With a concrete completion date in sight, the focus now shifts to the critical handover, commissioning, and staffing of the new national children’s hospital. Children’s Health Ireland (CHI) anticipates a minimum six-month commissioning phase, suggesting that it will likely be this time next year before the hospital officially opens its doors.
