At least 20 people were killed and 56 injured during a massive Russian missile and drone strike on Kyiv and surrounding areas on Monday, according to Ukrainian authorities. The attack, which involved 68 missiles and 351 long-range drones, occurred on the eve of the NATO summit. Emergency crews continue to search for survivors beneath the rubble of residential buildings across multiple districts.

The Scope of the Attack

The bombardment targeted several residential areas, damaging or destroying at least 15 apartment blocks, some exceeding 20 stories in height. According to the Ukrainian Air Force, the assault included 23 ballistic missiles aimed at the capital. Officials confirmed that 14 people died in Kyiv, while an additional six fatalities were recorded in the nearby town of Vishneve, where roughly 500 residents required emergency evacuation.

Municipal authorities reported material damage across three districts in Kyiv. Rescue operations are ongoing, with emergency services pulling residents, including children, from damaged structures that suffered fires and structural collapse.

Russian Defense Ministry Statement

The Russian Ministry of Defense issued a statement characterizing the strikes as a response to what it termed "terrorist attacks" by the Kyiv regime against Russian civil infrastructure. This comes amid reports of a fuel crisis within Russia, where over 30 regions have introduced restrictions on the sale of gasoline and diesel. While Russia had sustained financially its war exporting fuel, the country has recently been forced to import supplies following Ukrainian drone strikes on refineries.

Impact of Ukrainian Retaliatory Strikes

While Kyiv faced bombardment, Ukrainian forces continued their own offensive against Russian energy infrastructure. The Russian Ministry of Defense claimed to have intercepted 519 Ukrainian drones across roughly 20 regions.

Notable incidents included:

  • Omsk: Drones reached an industrial center in the Omsk region, over 2,500 kilometers from the front line, according to regional governor Vitali Jotsenko.
  • Yaroslavl: A major refinery, located approximately 250 kilometers east of Moscow, caught fire following a reported strike.
  • Leningrad Region: Terminal facilities in Ust-Luga and Vysotsk were targeted by incoming drones.
  • Sevastopol: The city experienced an electrical blackout, leading to the suspension of public trolleybus services.

Diplomatic Context and Defense Needs

The strike occurred one day prior to the annual NATO summit scheduled in Ankara, Turkey. Ukrainian President Volodymyr Zelenskyy had previously warned that Russia was preparing a large-scale attack to coincide with the diplomatic gathering.

In a post on the platform X, President Zelenskyy urged NATO members to provide more robust support for Ukraine’s air defense systems. "Nuestros combatientes han obtenido hoy buenos resultados al derribar drones y misiles de crucero, pero, lamentablemente, no contra los misiles balísticos rusos," Zelenskyy stated, emphasizing that a lack of interceptor missiles—specifically the Patriot system—leaves residential areas vulnerable. He called on the United States and European partners to reach firm decisions at the upcoming summit to bolster Ukraine’s defensive capabilities.
