Development of Former Stellingen Shopping Center Delayed Amidst Height Dispute

The redevelopment of the former shopping center at the intersection of Kieler Straße and Volksparkstraße in Hamburg-Stellingen is facing delays due to disagreements over building height. The site, locally known as the “glass boxes” due to its distinctive pavilion architecture designed by Werner Kallmorgen in the 1960s, has become a point of contention between the Eimsbüttel district coalition and developers.

Project Overview

Plans for the area include the construction of new apartments and commercial spaces. An investor, Köhler and von Bargen Unternehmensgruppe, has been secured for the project. However, progress is stalled as the development plan process remains incomplete, according to NDR 90.3.

Height of Buildings as a Sticking Point

The primary obstacle to moving forward is a dispute regarding the proposed height of the new buildings. Whereas officials express optimism about reaching a resolution, a concrete timeline for resuming the planning process remains uncertain. The district office hopes to reach an agreement by April 2026.

Investor Concerns

Köhler and von Bargen has voiced concerns about the delays, stating that prolonged stagnation will lead to increased costs and potentially jeopardize the economic viability of the project.

Related Infrastructure Projects

The area surrounding the former shopping center is undergoing further development, including the construction of a new U5 subway line. A proposal has also been made to construct a pedestrian tunnel under Kieler Straße to improve pedestrian safety at the busy intersection of Kieler Straße, Sportplatzring, and Volksparkstraße, as detailed by entwicklungsstadt.de. This tunnel is intended to provide a safe and accessible connection to the new U-Bahn station.

Urban Redevelopment Plans

The redevelopment is part of a larger urban renewal project aiming to reshape the area around Kieler Straße and Volksparkstraße. Winking · Froh Architekten won first prize in a competition for the Städtebauliche Neuordnung (urban restructuring) of the area in March 2025, envisioning a primarily six-story development with a taller focal point building.

The overall plan, as outlined in the Bebauungsplan-Entwurf Stellingen 69 „Volksparkstraße“, aims to modernize the area and improve its integration with the surrounding city.
