How Incident Command Training Improves Community Disaster Response

The Philippine Information Agency (PIA) is strengthening national disaster preparedness by training its officials in the Incident Command System (ICS), a standardized approach to emergency management. This initiative, conducted in partnership with the Department of National Defense – Office of Civil Defense, aims to enhance the agency’s capacity to support coordinated disaster response efforts across the country.

The ICS, originally developed by the U.S. Forest Service and adopted under Philippine disaster risk reduction laws, provides a structured framework for managing emergencies. It ensures clear communication, defined roles, and efficient resource allocation during crises, which is critical for effective consequence management.

PIA Leadership Undergoes ICS Executive Training

On November 6, 2024, the PIA conducted an Incident Command System Executive Course for its top officials and focal persons at the PIA Conference Room in Manila. The one-day intensive training was designed to improve disaster response capabilities among agency leadership, including Director-General Katherine Chloe S. De Castro and her deputy directors-general.

According to Adolfo Ares Gutierrez, PIA Deputy Director-General for Regional Operations and a long-time media and communications professional, the course focused on core ICS principles from a supervisory perspective. Topics included ICS organization, facilities, and the management of planned events and major incidents.

The training featured expert instructors from various emergency response agencies, such as the Metropolitan Manila Development Authority (MMDA), local disaster risk reduction offices, and other partner organizations. Specific participants included:

  • Mr. Emerito Junie B. Castillo III, LDRRM0 IV, Capacity Building for Disaster Preparedness Service
  • Ms. Edna I. Conda, ICS National Cadre
  • Mr. Luther Castuera, Head Rescue Battalion, MMDA
  • Engr. Alvin P. Santos, Safety Manager, Perpetual Help College
  • Mr. Mark Lawrence A. Peralta, Operations Officer, Mandaluyong CDRRMO

Legal Basis and National Implementation of ICS in the Philippines

The implementation of ICS in the Philippines is grounded in national policy. Rule 7(h) of the Implementing Rules and Regulations (IRR) of Republic Act No. 10121, the Philippine Disaster Risk Reduction and Management Act of 2010, mandates the establishment of an Incident Command System as part of the country’s on-scene disaster response mechanism.

This legal provision ensures that ICS is integrated into local and national disaster protocols to improve coordination among government agencies, NGOs, and private sector actors during emergencies. The system supports standardized procedures for incident assessment, resource deployment, and information management.

How ICS Enhances Community Disaster Response

By adopting ICS, communities benefit from a more organized and predictable emergency response. The system establishes a clear chain of command, reducing confusion during high-stress situations. It as well promotes interoperability between different responding units, allowing seamless collaboration between barangay volunteers, city responders, and national agencies.

Key functions of ICS that improve community outcomes include:

  • Establishing incident objectives and strategies based on real-time assessments
  • Coordinating logistics such as supplies, personnel, and equipment
  • Maintaining accurate information flow to the public and stakeholders
  • Ensuring accountability and documentation of response actions

These capabilities are especially vital during typhoons, floods, earthquakes, and other hazards frequently affecting the Philippines. When local officials and agency personnel are trained in ICS, they can activate appropriate responses faster and more effectively, potentially saving lives and reducing property damage.

Ongoing Efforts to Institutionalize ICS Training

The PIA’s executive training is part of a broader national effort to institutionalize ICS across government agencies. Previous initiatives have included training programs led by the National Disaster Risk Reduction and Management Council (NDRRMC) in cooperation with international partners such as the ASEAN-US collaboration on disaster management.

These programs focus not only on delivering training but also on developing qualified ICS instructors and establishing standardized procedures that align with both national laws and international best practices.

As the Philippines continues to face increasing climate-related risks, investments in preparedness through systems like ICS remain essential. By ensuring that agencies like the PIA are equipped to support disaster communication and coordination, the country moves closer to a more resilient and responsive disaster management framework.
