The new United Nations Secretary-General’s report, “Ensuring and Strengthening Access to Justice for All Women and Girls,” reveals a concerning reality. In over half of the world’s countries – 54% – rape is not legally defined based on consent, potentially allowing perpetrators to avoid prosecution . Nearly three out of four countries still permit forced marriage by national law, and in 44% of nations, equal pay for equal work is not mandated .

UN Women Executive Director Sima Bahous emphasizes the far-reaching consequences of denying women justice. “When women and girls are denied justice, the damage goes far beyond any single case. Public trust erodes, institutions lose legitimacy, and the rule of law itself is weakened,” she stated . A growing backlash against gender equality commitments is fueling an increase in violations of women’s rights, spanning from courts to online spaces and conflict zones.
Rising Violence and Impunity
The report highlights a disturbing trend of escalating violence against women and girls, coupled with a culture of impunity. This includes a significant rise in reported cases of sexual violence in conflict areas, with an 87% increase in just two years . Digital violence is also on the rise, as technology outpaces regulation and perpetrators often face no accountability.
Progress and Remaining Challenges
Despite the challenges, the report acknowledges some progress. 87% of countries have enacted domestic violence legislation, and over 40 countries have strengthened constitutional protections for women and girls in the past decade . However, laws alone are insufficient. Discriminatory social norms – including stigma, victim-blaming, and fear – continue to silence survivors and obstruct justice, even in cases of femicide.
The Call to Action: Rights, Justice, Action
Under the theme “Rights. Justice. Action. For ALL Women and Girls,” UN Women is calling for urgent and decisive action to end impunity, defend the rule of law, and achieve equality for all women and girls . This includes ensuring access to laws that protect women from violence and discrimination, establishing courts that believe all women and girls, providing affordable legal aid, and offering support for recovery after rights violations.

The 70th Session of the Commission on the Status of Women (CSW) – the United Nations’ primary intergovernmental body dedicated to women’s rights and gender equality – will be a crucial opportunity to reverse the rollback of women’s rights and ensure justice .
